PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, April 14, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding proposed Street Improvement Project #87-20 for 167th <br />Avenue N.W. between C.S.A.H. No. 5 and Jaspar Street N.W. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember A1 Sorteberg <br />Councilmember Steve DeLuca <br />Councilmember A1 Pearson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br /> <br />O4LL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:36 p.m. <br /> <br />City Engineer Raatikka stated that the proposed improvement is upgrading <br />167th Avenue from Jaspar Street to C.S.A.H. No. 5. It is proposed to <br />construct 167th as a State Aid street similar to that of 167th east of <br />Cty. Rd. #5. It is proposed to someday continue this street to Variolite. <br />The estimated project cost is $64,500. Based on current City policy <br />regarding State Aid streets, benefitting property owners are assessed 1/2 a <br />normal assessment for residential streets; a typical residential street <br />assessment is $2500; the 4 benefitting property owners in this project area <br />would be assessed approximately $1250.00. The assessment would be <br />approximately $186.25 per year amortized at 8% over a 10 year period. The <br />balance of the project cost would be funded with State Aid funds. The <br />proposed project schedule is to order plans and specs June 23 (the 60 day <br />waiting period can be waived if 100% of the benefitting property owners <br />petition in favor of the projct), plans presented to Council July 28, bids <br />received August 18, construction beginning in September and completed in <br />October. The assessment hearings could be held in September in order to <br />get the assessments onto the 1988 tax rolls. <br /> <br />CITIZEN INPUT <br /> <br />Merlin Hunt - 1570 9th Avenue South - Stated that his mother just sold the <br />property on the north side of the road to Mr. Paul Bertils who intends to <br />develop it as Now and Then Estates. Inquired if the process for the <br />proposed improvement will delay approval of Mr. Bertils' plat plan and <br />City Council Public Hearing/April 14, 187 <br /> <br />Page 1 of 2 <br /> <br /> <br />
