Voting No: None. <br /> <br />Mayor Reimann requested that the Central Park Committee report back to <br />Council on July 7. <br /> <br />Case #3: Re'auest For Fin'anciat Assistance-From Mediation'Service~S'-'For <br /> <br />Ms. Anne Wallerstedt, Director for the Mediation Services for Anoka County, <br />was present to review and request that the City of Ramsey, like other <br />cities in Anoka County, participate in funding Mediation Services at a rate <br />of $.05 per capita. Mediation Services is a process where people in <br />conflict meet with a trained community volunteer to solve problems. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to <br />approve the request of Mediation Services for Anoka County for funding in <br />the amount of $569.75. <br /> <br />Further Discussion: Councilmember DeLuca noted that Council should <br />consider using Mediation Services to keep Ramsey's junk vehicle violations <br />from going through the court system. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #4: <br /> <br />Dis¢~9 Need To Reauire 'Perimeter-Frost Footings On Non- <br /> Agricultural'Building's: <br /> <br />Mr. Hartley stated that the purpose of this discussion is to address <br />Council's concern regarding quality construction and whether or not <br />requiring perimeter frost footings will result in quality structures being <br />contructed as opposed to lesser quality structures sometimes referred to as <br />pole buildings. <br /> <br />Building Official Elvin Erickson was present and stated that as far as the <br />building code is concerned, he cannot disallow pole buildings but local <br />zoning regulations may require floating slabs or perimeter frost footings. <br />Floating slabs and perimeter frost footing result in a much better built <br />building and pole buildings can be built on top of a continuous frost <br />footing. Statistics show that the projected life of a pole building is 30 <br />years and the projected life of a block building is 50-60 years. Poles set <br />in ground do not compare to buildings with wood foundations because they <br />still lack the continuous frost footing; wood foundations have a 50 year <br />life expectancy also. State data for computing building permits indicates <br />pole buildings at $10/square foot and $22/square foot when used as office <br />structures; block buildings vary from $30-$60/square foot. Market value of <br />a pole building versus a block structure would be a question for the City <br />Assessor. Another option is for the city to require that pole buldings be <br />designed by soils engineers and architects.
