Councilmember Cox stated that rigid building requirements should be <br />required in certain areas and the types of construction allowed under the <br />present process should be continued in other areas. <br /> <br />Mr. Erickson stated that in his research, other communities cautioned <br />against taking an approach to pole buildings that could be considered as <br />discrimination. <br /> <br />Councilmember Cox inquired if Mr. Erickson sees anything wrong with the <br />pole building Chalich built on his property. <br /> <br />Mr. Erickson replied that the Chalich building is quite sound structurally <br />but in his opinion it lacks aesthetic value. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca, for <br />discussion, to require perimeter frost footings for all pole buildings in <br />commercial and industrial areas. <br /> <br />Further Discussion: Councilmember DeLuca inquired if the motion intends to <br />require pole buildings or all construction to have perimeter frost <br />footings. Councilmember Sorteberg replied that the intent is to require <br />perimeter frost footings for any commercial or industrial building. Mr. <br />Erickson stated that the motion is ruling out floating slabs and he thinks <br />that is a good idea. Councilmember Cox inquired if the motion is <br />disallowing moving in buildings to be used for storage unless they are <br />placed on frost footings; buildings used strictly for storage should be <br />taken into consideration with respect to requiring perimeter footings. <br />Councilmember DeLuca stated that in the past, building requirements were <br />laxed and it created more problems for Ramsey; it should be Council's <br />position to establish baseline development that should be adhered to, <br />including structures moved into the area. Councilmember Cox stated that <br />building requirements were laxed in the past because of economic <br />conditions. Councilmember DeLuca stated it will be in the City's best <br />interest to develop standards now. Councilmember Cox noted that storage <br />buildings in residential areas are not required to have perimeter frost <br />footings but the City is considering requiring the business sector, who <br />carries most of the tax burden, to have perimeter footings for storage <br />buildings; the cost of a storage building will be such that it will force <br />those businesses to move old trailers onto their property to use for <br />storage purposes. Councilmember Sorteberg inquired if the city is getting <br />into legal issues by requiring certain things; the intent of the motion is <br />to insure construction of buildings with a longer life expectancy. Mr. <br />Goodrich replied that in his opinion, the desire for longer lasting <br />buildings is a legally sound basis for upgrading building code <br />requirements. Council directed Building Official Erickson to draft <br />language that would require perimeter frost footings, taking buildings used <br />for storage purposes into consideration. <br /> <br />Councilmembers Sorteberg and DeLuca withdrew their motion in order to allow <br />more time for review, discussion and clarification. <br /> <br />City Council/June 23, 1987 <br /> <br />Page 12 of 19 <br /> <br /> <br />
