Voting No: None. <br /> <br />Reouest For Preliminary Plat ADproval Of Pin~ COV~; C~ Of <br /> Gilbert Menkveld: <br /> <br />Ms. Norris stated that Mr. Menkveld is requesting preliminary plat approval <br />of a 16 acre parcel into 6 lots averaging 2.5 acres in size, construction <br />of Sapphire Street NW through the entire parcel and providing a 66 foot <br />easement betweens Lots 2 and 3, Block 2 for a future roadway to the east. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />approve, based on the recommendation of Planning and Zoning, <br />Mr. Gilbert Menkveld's request for preliminary plat approval of Pine Cove <br />with Lots 1 and 2 of Block 2 reconfigured to allow for additional frontage <br />for Lot 1 on Sapphire Street, providing a 66 foot easement between Lots 2 <br />and 3 of Block 2 for a future roadway and that drainage, utility and <br />roadway easements be clarified on the plat. <br /> <br />Further Discussion: Mr. Raudio was present representing Mr. Menkveld and <br />stated that he believes road easements cannot be shown on a plat. Mr. <br />Goodrich agreed and stated that a signed agreement for regarding road use <br />can be obtained. Councilmember Cox directed that the road easement be <br />clarified in the development agreement. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #9: Request For Site Plan Review:' Case'Of R;J;-Rya~-'Co'nstruc'tion~ <br /> <br />Ms. Norris stated that R.J. Ryan is requesting site plan review for a 2400 <br />square foot commercial structure to be constructed for Dominos Pizza <br />immediately north of Tom Thumb; Planning and Zoning recommended approval. <br /> <br />Tom Ryan of Ryan Construction and Rudy Mart of J&R Pizza, Inc. were <br />present. <br /> <br />Councilmember Sorteberg inquired if this proposed construction is within <br />proposed airport clear zones. <br /> <br />Mr. Goodrich stated that without airport zoning in place, the applicants <br />have a proposed permitted use and are entitled to site plan review. <br /> <br />Mr. Hartley explained that once airport zoning is in place, it is the <br />intent of Ramsey to acquire and clear the subject property of all <br />structures for the purpose of airport safety. The City has conducted one <br />hearing on airport zoning; the second hearing will be held after receiving <br />approval of the zoning ordinance from the Department of Transportation. <br />Currently, there are no restrictions, other than existing land use zoning, <br />for property in this area. Mr. Hartley noted that the airport project is <br />not a significant expansion; it is a slight repositioning and upgrading the <br />runway from dirt to hard surface. Regardless of whether those proposed <br />improvements are made or not, airport zoning is appropriate because it <br />addresses airport safety for the airport that currently exists. <br /> City Council/June 23, 1987 <br /> <br />Page 15 of 19 <br /> <br /> <br />
