researching whether trees at 153rd and Hwy. #47 are in the right-of-way.
Councilmember Cox stated that he recalls seeing correspondence from the
City to the State regarding 153rd and #47. Mr. Hartley stated that he will
confirm action being taken regarding 153rd and #47 .

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Case #18: Discuss 167th Avenue NW Speed Zoning:

Mr. Hartley stated that according to Mr. Raatikka, MN/DoT has reviewed
167th and indicated that there is not a substantial need to change the
speed limit there; they are willing to install intersection signing on Hwy.
#47 approaching 167th; they recommend Ramsey installing 'stop ahead' signs
on 167th Avenue. MN/DoT also suggested having the golf course parking lot
align with the intersection of 167th and #47, moving the power pole to the
north of the golf course parking lot and adding street lights.

Councilmember Cox noted that there is a high concentration of activity in
the area of the golf course and shopping center and MN/DoT's review of the
area was not done during peak traffic hours. Councilmember Cox stated that
Ramsey should not be satisfied with MN/DoT's recommendation; there is a
tremendous amount of non-vehicular traffic on 167th; the State lowers speed
limits on thoroughfares passing through cities with much less population
than Ramsey.

Mr. Hartley noted that Ramsey has County roads with shoulders intended for
use by non-vehicular traffic but wide enough to encourage use by vehicular
traffic; the City needs to develop a plan for pedestrian safety.

Motion by Councilmember Cox and seconded by Councilmember DeLuca directing
City Staff to take the necessary steps to have the State install
intersection signing on Hwy. #47; the City install 'stop ahead' signing on
167th Avenue, moving the power pole at 167th and Hwy. #47 to the north and
installing street lights.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Motion by Councilmember Cox and seconded by Councilmember DeLuca directing
that City Staff continue to press MN/DoT for a reduced speed limit on 167th
Avenue NW between Cty. Rd. #5 and Hwy. #47.

Further Discussion: Councilmember DeLuca directed that MN/DoT be requested
to do a speed study of 167th between the hours of 3:00 p.m. and §:00 p.m.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Case #19:

Request For Confidentiality For Revolving Loan Application

Mr. Goodrich stated that the Economic Development Company deals with CDBG
City Council/July 28, 1987
