have to, at some future time, develop roads in the vicinity or permit the <br />property to develop further and volumes of traffic crossing Puma would be <br />excessive. He further communicated to the Burlington representatives that the <br />City Council has authorized the preparation of a petition to reestablish the <br />Dayton Crossing. They in turn stated that upon receiving such a petition, they <br />would petition to close the Puma crossing. <br /> <br />Mr. Hartley stated that he also talked with representatives from Elk River <br />regarding Jarvis Street and they have expressed willingness to extend a "good <br />neighbor" offer to consider a short section of Jarvis as part of their Municipal <br />State Aid System. This would mean that the City of Ramsey could extend 153rd to <br />tie in with Jarvis Street where a railroad crossing already exists. The City of <br />Elk River stated that they would want to make sure that the costs of maintaining <br />that portion of the road would be incurred by a developer or the City of Ramsey. <br />They are also concerned about the cost arising from the result of the railroad <br />safety arms. <br /> <br />Mr. Hartley stated that the options are to: <br />1) do nothing <br />2) accept trade with railroad for Puma <br />3) pursue option of using Jarvis with the City of Elk River <br />4) petition for a crossing at the weigh station and not close Puma <br /> <br />Mr. Hartley stated that the solution the City is seeking is one that involves <br />more than just an immediate solution. <br /> <br />A long discussion ensued relative to the advantages of the various options. The <br />consensus of the Council was to pursue an agreement with Elk River for the <br />extension of Jarvis Street. <br /> <br />Mr. Hartley commented that he received a copy of a letter sent out by North Fork <br />Development, Inc. and endorsed by Ames Construction and Mr. Rehbein advising <br />truckers that they are to travel no more than 25 mph between Armstrong Blvd. and <br />Puma Street. The letter also addresses the issue of truck weight and states <br />that failure to comply with the requests in the letter could result in dismissal <br />from the project. <br /> <br />Mr.Hartley asked the Council if they would like him to negotiate with the City <br />of Elk River about terms that are acceptable. <br /> <br />Mayor Reimann stated that Mr. Hartley should investigate every avenue and work <br />out something between the Cities of Elk River and Ramsey. Also, include North <br />Fork Development in working towards a solution. Mayor Reimann stated that he <br />feels Elk River should share in some way the costs for an overlay at the <br />crossing of Jarvis Street. Councilmember Cox agreed that Mr. Hartley should <br />pursue that option. <br /> <br />Mr. Roger Buchanan, 15230 Kangaroo, stated that it doesn't seem as though there <br />is any one place to go and get a rundown on this issue. He stated that the <br />dangers on 153rd has substantially increased with the increase in traffic and <br />therefore the dangers to his children have multiplied. He asked the Council to <br />close Puma and then quickly get talks going.
