disparity bill. Between now and 1994 there will be substantial losers and <br />winners as far as fiscal disparity is concerned. Ramsey should understand <br />that in order to preserve the disparity concept, some middle ground is <br />going to have to be struck but no matter what, Ramsey will be a substantial <br />gainer. <br /> <br />Mayor And Council Salaries: <br /> <br />City Attorney Goodrich presented a draft ordinance to establish Council <br />salaries at $4500/year and the Mayor's salary at $6000/year. Mr. Goodrich <br />recommended that Council not automatically receive increases to health/life <br />insurance benefits commensurate with whatever is granted to the bargaining <br />unit; increases to benefits for Council should become effective every two <br />years, following an election. Mr. Goodrich noted that if the proposed <br />ordinance for salary increases is adopted, it will become effective January <br />1, 1989; the last increase to council salaries was November 10, 1981. <br /> <br />Council introduced the proposed ordinance to establish City Council and <br />Mayor salaries and benefits. <br /> <br />Case #4: Rgquest For Final Plat Approval Of Minor Subdivision Of Muhich <br /> Addition; Case Of Mr. Hank Muhich: <br /> <br />Mr. Hartley noted that Council previously approved this same subdivision by <br />metes and bounds; Mr. Muhich's mortgage company is requiring a minor <br />subdivision approval. Planning and Zoning is recommending approval on the <br />condition that Lot 2 is platted as Outlot A. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />approve the final plat of Muhich Addition contingent upon Lot 2 being <br />designated as Outlot A. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case ~5: Report From Landfill Commission Re~ardin~ Landfill End Use: <br /> <br />Landfill Commission Chairman Steve Bluhm was present to review the <br />Commission's memo to City Council dated September 3, 1987 regarding the ski <br />hill proposal from Waste Management of Minnesota, Inc. dated March 2, 1987. <br />In summary, the letter states that there are a number of questions to be <br />answered with regards to development of a ski hill; if those answers are <br />affirmative, then the Landfill Commission feels the City should negotiate <br />for a ski hill; the ski hill should not be tied to vertical expansion. <br /> <br />Councilmember Cox stated that if the development of a ski hill is viable <br />and desirable, the City should get certain things in place now that might <br />not be possible once other agencies approve the vertical expansion without <br />any considerations for Ramsey. <br /> <br />Mr. Bluhm noted that the Landfill Commission is new and open to suggestions <br />on how to organize and become more familiar with landfill issues.
