Reimann requested Councilmember Cox to attend the next meeting of the <br />Landfill Commission. <br /> <br />Councilmember DeLuca stated that it is his understanding that the agencies <br />involved in making a decision regarding vertical expansion have already <br />given preliminary approval. Ramsey is dealing with a stacked deck and out <br />of that Council hopes to accomplish some good for Ramsey. <br /> <br />Council recessed at 8:48 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:00 p.m. <br />Case #6: ReDor~ F~Q~ City Attorney: <br /> <br />Mr. Goodrich reported that the appraisal for the acquisition of easements <br />for the frontage road south of U.S. Hwy. #10 is not yet complete. The <br />frontage road easement issue will not affect the construction timetable for <br />the sewer and water portion of the project. <br /> <br />Mr. Goodrich stated that the wild animal ordinance has been drafted and <br />will be introduced to Council at their September 22nd meeting. <br /> <br />Case #8: Lower Rum River Watershed Management Organization Goa%~ <br /> Philosophy And Policies: <br /> <br />City Engineer Raatikka stated that he is Ramsey's representative to the <br />Lower Rum River Watershed Management Organization. Mr. Raatikka presented <br />Council with a draft goals, philosophy and policies prepared by LRRWMO. <br />Mr. Raatikka requested that any comments regarding the draft be forwarded <br />to him prior to September 22 so he can present them at the next LRRWMO <br />meeting on September 23. Mr. Raatikka stated that basically the draft says <br />each city shall maintain it's own water wherever possible and the LRRWMO is <br />trying to keep the plan a low budget operation. Mr. Raatikka noted that <br />the City of Anoka wants all communities to participate in the cost to <br />repair the damn. <br /> <br />Case #9: Review Priority Ranking Of Low-Tech Solid Waste Ab~ememt <br /> Issues: <br /> <br />Mr. Hartley stated that the Anoka County Solid Waste Abatement Advisory <br />Task Force is establishing a priority ranking of actions that the County <br />can take relating to low-tech abatement issues. Included in the agenda was <br />a list of issues the County is asking communities to rank. <br /> <br />Councilmember Cox stated that Ramsey should take immediate action to <br />establish mandatory abatement programs and it shouldn't be necessary for <br />government to force people to recycle instead of ruining the environment. <br /> <br />Council added 'Enforcement of Recycling Plans' to the County's list of <br />issues to be ranked. <br /> <br />Councilmember DeLuca stated that in his opinion, abatement legislation is <br />difficult to enforce.
