approve a not to exceed amount of $62,000 for the preparation of plans, specifications and <br />engineering services for the construction of the improvements. <br /> <br />Councilmember Elvig stated that he had some concerns with the layout and design of the parking <br />lot. It was his understanding that the Council was looking for some detailed specification criteria <br />and he did not think that information has been brought forward. What he does know is that there <br />is a terrible problem at Central Park where single file cars have to go to the back area and cars <br />havc to stop because of pedestrian traffic. With the proposed design for Elmcrest Park he sees <br />everyone coming down single file to a turn buckle. He felt very strongly that they need to take a <br />close look at the parking area because it will be a very active park. At this time he would have a <br />hard time allocating funds for a design he does not agree with. He recommended that they hold a <br />worl< session to discuss the issue further. <br /> <br />Mayor Gamec agreed. He inquired if the Council had all agreed to the plan and concept. <br /> <br />Councilmember Kurak replied yes. <br /> <br />Councilmember Zimmerman stated that things do change over time and one of those things they <br />have talked about is an access to the north. <br /> <br />Cmmcihnember Elvig noted that the plan does include an access to the north. <br /> <br />Parks/Utilities Supervisor Riverblood explained that staff, along with other members of the <br />commtmity, have discussed the concerns. The proposed parking layout is quite different from <br />Central Park because they will have two different routes to proceed. <br /> <br />Councihnember Elvig agreed that they have an opportunity to go forward and develop <br />differently, but he did not know what the process should be. He was concerned that they have <br />gone this far and have not been able to include their concerns. <br /> <br />Councilmember Kurak questioned the timeline they would be looking at if they want to begin <br />construction this spring. <br /> <br />Parks/Utilities Supervisor Riverblood explained that they do need this winter to do the planning <br />and let bids to provide for a spring construction. <br /> <br />Councihnember Kurak suggested that Councilmember Elvig meet with Hakanson Anderson to <br />address his concerns and any other Councilmember that may have a concern with the design. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to authorize the use of <br />Park Trust Fund monies for Elmcrest Park, at a not to exceed amount of $62,000 and directing <br />staff to enter into an agreement with Hakanson Anderson Associates, Inc. to perform the services <br />and that Counci hnember Elvig be invited to all meetings with Hakanson Anderson to provide his <br />inl~ut. <br /> <br />City Council/December 16, 2003 <br /> Page 31 of 33 <br /> <br /> <br />
