P90 <br /> <br />Winslow Holasek, Property Owner, stated that at the present time he and Mr. Hamilton feel that <br />it is best to leave the property use as B-2 because there is so much commercial use in the area. <br /> <br />Councilmember Cook stated that he felt that the property should be zoned mixed use to allow the <br />property owners some diversity when marketing the property. He thought the City was showing <br />reverse favoritism because the Council looked at another similar property along the fiver and <br />agreed to zone that property mixed use. <br /> <br />Mayor Gamec inquired as to what uses would be permitted if the property is zoned mixed use. <br /> <br />Assistant Community Development Director Trudgeon replied that there are no real limitations. <br /> <br />Mayor Gamec explained that he did discuss the issue with Mr. Holasek and Mr. Holasek <br />explained that he would like to see some nice office space be built on the property, but the <br />problem is if the land is zoned mixed use, anything could be placed on the site. If the property is <br />zoned residential, a developer has plans to use the property for a commercial use, the Council <br />could consider the request and change the zoning if they felt it was appropriate. <br /> <br />Councilmember Elvig inquired if there was some language in the critical river district that <br />restricts what type of activity can occur next to the river. <br /> <br />Assistant Community Development Director Trudgeon replied yes. <br /> <br />Councilmember Elvig replied that it would seem that the critical fiver district guidelines would <br />protect them from having a heavy commercial use on the property, at least along the riverfront. <br />That being said he did think that the tenancy of the land is that it will provide for residential <br />development along the fiver. <br /> <br />Councilmember Strommen noted that she did not believe that the critical river district guidelines <br />are strict enough to completely restrict a heavy commercial use. <br /> <br />Assistant Community Development Director Trudgeon explained that the land that was changed <br />to mixed use included property right along Highway #10 to the river. With this property, the <br />area near highway #10 is commercial and they are proposing the land next to the river be zoned <br />residential. At this time, staff is trying to _comply with what is included in the Comprehensive <br />Plan. <br /> <br />Councilmember Kurak stated that in order for a property to be developed as mixed use, there has <br />to be a certain amount of residential development, therefore she did think that the mixed use <br />designation would be for this piece of property because the piece of property is too small. <br /> <br />Assistant Community Development Director Trudgeon noted that there is a 10-acre minimum <br />required for a mixed-use designation. <br /> <br />Mr. Holasek replied that the parcel is 11 acres. <br /> <br />Councilmember Pearson stated that he thought the land should be left as commercial because <br />there is already commercial development to the north and to the .west. <br /> <br />City Council/December 16, 2003 <br /> Page 20 of 32 <br /> <br /> <br />
