2) Old Town Hall

City Administrator Norman stated that the City has been attempting to renovate the old town hall
located on Highway #47 for many years. A grant in the amount of $16,000 was received years
ago to assist with the renovation project. Staff recently has been discussing the renovation
project and wanted to discuss the matter with the City Council. Mr. Norman explained that the
original intention was to renovate the building and allow it to be used, but the difficulty is the
building is adjacent to a private road and there is no room for parking. Staff proposed that the
Council consider giving back the grant that was received to renovate the building and move the
building to the Town Center. He did not feel that if the building is moved it would lose its
historical significance.

Director of Public Works/Fire Chief Kapler noted that originally the building was designed to
access fi'om T.H. #47, which can no longer happen.

Councilmember Zimmerman stated that it was his understanding that the City has an agreement
with the bank to utilize some of their parking for the building.

Director of' Public Works/Fire Chief Kapler replied that there is an agreement with the bank, but
he was not sure how many parking spaces they were allowed to use.

Councihnember Zimmerman stated that a couple of years ago when the Council discussed the
renovation of the old town hall the Council wanted to make sure certain maintenance items were
done to keep the building from deteriorating.

Director of Public Works/Fire Chief Kapler replied that all of those maintenance items have been
completed.

Councilmember Pearson inquired as to how large the existing lot was.

City Administrator Norman replied that staff could bring back a map at a future meeting.

Counci lmember Pearson stated that he attended school in the building until 4th grade and would
like to sce the building moved to a location where it could serve a better fimction.

City Administrator Norman noted that Ramsey Town Center, LLC is interested in the building.

Councilmember Strommen stated that it is a great building, but the location is bad because it has
not been usable. She was not sure that she was ready to advocate moving the building without
more information, but would like to research the possibility.

Councilmember Elvig inquired if there was any historical significance to moving the building.

City Administrator Norman replied that the building would lose the State designation with the
historical society.

City Council Work Session/January 27, 2004
Page 2 of 4
