Voting No: None. Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve adopting Resolution #03-11-305 declaring terms of the Interim Use Permit to allow for outdoor storage as a secondary principal use at 14165 Ramsey Boulevard, based on the findings of fact, until August 1, 2005.. Further discussion: Mayor Gamec expressed concern that if the City allows one property to store items On their .property without Class V, are they going to have problems with denying other requests. He inquired if it was possible to grant the interim use permit for one year. Councilmember Elvig replied that Mr. Volk owns and works on the property and he was not sure that there are v. ery many properties in the City that have enough area to do something similar. The August 2005 date is more of a deadline. He stated that he thought it would be wise for Mr. Volk to advise people that the storage will not continue past 2005, with the development of the Town Center. Councilmember Cook stated that they have to look at situations on a case by case basis based on ,site location and what is occurring. He did not think they would be setting any kind of preced~t. Councilmember Zimmerman stated that he thought that a one year interim use permit would be more appropriate because if they find out in a year things are moving faster in the Town Center then the City would not be required to allow the use to continue. Mayor Gamec stated that the City has had similar requests by other businesses and he would have a diffiCUlt time granting a use to one business owner along the corridor but not another business. He preferred a one-year interim use permit. Motion was amended by Councilme~nber Elvig to grant the interim use permit for one year with an expiration date of August 2004, but Councilmember Cook did not second the amendment. Further discussion: Councilmember Kurak inquired if the applicant'would incur additional costs to renew the application in one year. Community Development Director Frolik replied yes, explaining that~ the applicant would have to pay an application fee of $500. Councilmember Kurak replied that she had a problem with requiring the applicant to incur additional fees especially since she did not think that anything would happen in two years that would be so eventful. Motion by Councilmember Elvig, seconded by Mayor Gamec, to amend the original motion to grant the interim use permit for one year with an expiration date of August 1, 2004. Amendment Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Strommen, and Zimmerman. Voting No: Councilmembers Cook, Kurak, and Pearson. Original Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, Strommen, and Zimmerman. Voting No: None. Vicki Volk, 14165 Ramsey Boulevard NW, Ramsey, inquired if they are going to be required to go through the.entire process again and pay the application fee next year if RV World needs a place to store their units.
