Absent: Councilmember Cox. <br /> <br />Case #5.' <br /> <br />B_e~_uest For Amusement_Center And Billiard _Tables .Lic. ense: <br />Case Of The_ Place <br /> <br />Mr. Hartley referred to Building Official Erickson's memo dated May 10, <br />1988 regarding his concerns with the proposed amusement center having an <br />adequate number of bathroom facilities and an adequate septic system as the <br />buiilding was designed to be used as retail shopping space and the proposed <br />use is considered assembly. Mr. Hartley also noted that the requested <br />license is for a 24-hour operation. <br /> <br />Motion by Councilmember $orteberg and seconded by Councilmember DeLuca to <br />table the request for an amusement center and billiard tables license until <br />more specific information is provided by the City Building Official <br />regarding adequate bathroom facilities and septic system. <br /> <br />Further Discussion: Frank Meyer was present representing the applicant, <br />Mr. James Meyer. Frank Meyer reviewed his experience in the area of <br />amusement centers and billiard rooms; that he coordinated a much larger <br />facility in Andover with one bathroom that is presenting absolutely no <br />probl~m%s. Mayor Reimann expressed concern with a 24-hour operation. Frank <br />Meyer explained the security measures taken by his staff both in the <br />building and in the parking lot and noted that the business is being <br />promoted as a family fun center. Police Chief Auspos stated that he <br />believes the market place will determine whether this amusement center will <br />be a 24-hour operation; if the business is operated properly, he doesn't <br />foresee any policing problems. Chief Auspos did note that the City will be <br />hearing from the public in some way when they hear there is a 24-hour <br />amusement center coming to Ramsey; even though a public hearing is not <br />required, it may be desired. <br /> <br />Counciln~mbers Sorteberg and DeLuca withdrew their motion to table the <br />request for an amusement center and billiard tables license. <br /> <br />Frank Meyer noted that it is not unusual for billiard tables to be occupied <br />all night on week-ends and he would like the option to be open 24 hours a <br />City Council/May 10~ 1988 <br /> <br />Page 7 of 12 <br /> <br /> <br />
