Hartley stated that the qualifications for applying should be <br />established prior to taking any firefighter applications. Those <br />qualifications could take the following areas into consideration: <br />psychological health, drug and alcohol tests, hearing, vision, driving <br />record, etc. <br /> <br />Mr. Hartley referred to the concern listed on Attachment C regarding the <br />time frame for availability of funds to begin purchasing for the Fire <br />Department. Mr. Hartley noted that City Council intends to use funds from <br />the sale of the landfill to finance the fire department; those funds can be <br />available with slx)ut a 30 day notice; adoption of an ordinance to establish <br />a fire department should be accomplished prior to expending any funds. The <br />Fire Safety Committee was advised to present the City Council with an <br />ordinance for introduction on May 24 and adoption on June 7. <br /> <br />Mr. Bawden noted that in the draft rules and regulations, City Council <br />intervention is called for if the fire department membership falls below 15 <br />in number. Councilmember DeLuca suggested that this concept be expanded to <br />address a sufficient ratio of firefighters on call during day and evening <br />hours. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson <br />accepting and approving the concepts presented by the Fire Safety Committee <br />for Fire Department Organization, Fire Board Organization and Proposed <br />Schedule as it relates to establishment of a volunteer fire department. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Co~ncilmembers Pearson and <br />DeLuca. Voting No: None. Absent: Councilmembers Sorteberg and Cox. <br /> <br />Council~mber DeLuca suggested that the Fire Safety Committee consider some <br />event at the June 11 Lions Community Picnic that would advertise the <br />establishn~nt of a volunteer fire department in Ramsey. <br /> <br />City Council recessed at 7:55 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 8:10 p.m. <br /> <br />~se ~2: D_j~~BsWith The Ai_rport__Coranission~ <br /> <br />Merland Otto of Hakanson-Anderson and the following members of the Airport <br />Commission were present: Mr. Jack Ippel, Mr. Dennis Donovan, Mr. Virgil <br />Barnes, Mr. Richard Emery, Mr. David Chapman. <br /> <br />Mr. Hartley recalled that City Council adopted an Airport Safety Zoning <br />Ordinance in 1987. Following that, a petition was received calling for a <br />referendum on the question of airport zoning. The election was held and <br />the voters indicated that they wished not to adopt airport safety zoning. <br />There was and still is an interest in paving the runway and improving the <br />airport with assistance of Federal and State funds.
