Department of Transportation will be doing a complete update on the <br />Minnesota State Aviation System Plan. The update is a 22 month project <br />involving the 142 public use airports in Minnesota. In addition, Gateway <br />Airport has been selected as one of the 19 airports to be reviewed in the <br />economic impact study portion of the project. <br /> <br />Mr. Ippel noted that Minnesota's Airport Directory lists the location of <br />Gateway North Industrial Airport as being the City of Anoka. Mr. Ippel <br />requested that City Council or City Staff forward a letter to Mr. Frank <br />Benson at the District FAA Office, with a copy to Mn/DOT, indicating that <br />Gateway Airport exists totally in Ramsey city limits and should be <br />identified as so. <br /> <br />~k. Otto was present to review the purpose of airport safety zoning and <br />options before the City Council at this time. <br /> <br />1. To protect the airport's environment from development encroachment <br /> during the period of study prior to establishing control or ownership° <br /> <br />2. Preventing establishment of airport hazards in the approaches or <br /> i~ediate vicinity of the airport. <br /> <br />3. Comply with state requirements for cost sharing eligibility. <br /> <br />1) <br /> <br />Determine what the results of the referendum election actually require. <br />Section 5.07 of the City Charter does not specifically state that an <br />ordinance may not go into effect if it is voted down. <br /> <br />2) <br /> <br />Determine whether there may be a conflict between City Charter <br />provisions on referendum and State Statute (Chapter 360.063, subds. 1 <br />and 2 as well as 360.064, subd. 1) which provide the City with the <br />right to zone for airport hazards. <br /> <br />3) Make appropriate revisions to the Safety Zoning Ordinance and follow <br /> through the adoption process again. <br /> <br />4) Request the Commissioner of Aeronautics to adopt the Safety Zoning <br /> Ordinance under State Statute Chapter 360.063, subd. 6. <br /> <br />5) Determine whether the Safety Zoning Ordinance might be invoked as an <br /> emergency ordinance. <br /> <br />6) <br /> <br />Proceed with airport improvement progra~L until the City has ownership <br />or control; then establish a Joint Airport Zoning Board with <br />surrounding communities and adopt a safety zoning ordinance through the <br />Joint Board. <br /> <br />7) Implement a moratorium to protect the airport until such time that a <br /> safety zoning ordinance can be put into effect. <br /> <br />8) "Do nothing."
