Ms. Norris stated that Mr. Holmquist is requesting a metes and bound~ <br />s~,bdivision of 6326 Hwy. #10 N.W. and rezoning the northern portion from <br />Residential to B-1 Business. Council reviewed the request on July 26 and <br />requested City Staff to prepare findings of fact; those findings are <br />enclosed in the Counci agenda. Ms. Norris noted that Council recommended <br />denial of the subdivision as it would create two substandard lots and <br />denial of the rezoning because the City would not have adequate control <br />over property use. <br /> <br />Motion by Gouncilmember Sorteberg and seconded by Councilmember Pearson to <br />adopt Findings of Fact 0215 relating to Mr. Dennis Holmquist's request for <br />a metes and bounds subdivision. (Please refer to findings of fact file for <br />Findings of Fact 0215). <br /> <br />Further Discussion: Mr. Hartley requested that as Council reviews the <br />sketches in this case, they take into consideration that a substantial <br />portion of the property would be usurped by the Front Street easement. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />Pearson and DeLuca. Voting No: None. <br /> <br />Mr. Dennis Holmquist - Stated that when he met with City Staff at the site, <br />they indicated there would be no problem with substandard lot sizes because <br />50 feet was given for the Front Street easement. Mr. Holmquist suggested <br />no subdivision and rezoning the entire lot to B-1 Business; that the person <br />opposed to rezoning at the public hearing shouldn't be because he owns a <br />commercial lot adjacent to the subject lot. <br /> <br />Neal Pratt - Stated that he is opposed to the idea of a lot adjacent to his <br />home being used for business activity; noted that his home is 189 feet from <br />the Mississippi River; the rezoning would bring commercial activity too <br />close to the River. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to <br />deny Mr. Dennis t{olmquist's request for a metes and bounds subdivision of <br />6326 Hwy. #10 N.W. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />Pearson and DeLuca. Voting No: None. <br /> <br />Ms. Norris noted that if sewer and water were available to the property, <br />Mr. Holmquist would have sufficient square footage to split the lot into <br />two residential lots or leave it as one lot and rezone it to B-1 Business. <br /> <br />Mr. Hartley noted that prior to any taking of property for Front Street, <br />Mr. Holmquist would not have had sufficient square footage for a lot split. <br />Mr. Hartley also noted that the new lot created by a lot split would not <br />have access to a public road. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />deny Mr. Dennis Holmquist's request to rezone property at 6326 Hwy. #10 <br /> City Council/August 15, 1988 <br /> <br />Page 5 of 10 <br /> <br /> <br />
