DeLuca, Pearson and Bawden. Voting No: None.

Case #2:

Geese problem at Rum River Hills Golf Course.

Mr. Hartley recalled that Council previously introduced an ordinance that
would give Council the authority to permit the shooting of geese at the Rum
River Hills Golf Course by approved organizations.

Ruth Dahlin - stated that her family is very upset at the thought of
shooting innocent water fowl; that the shooting of these geese will not
prevent them from coming back to the golf course in future years. Ms.
Dahlin noted that there are only a few weeks of golfing activity left in
this season and requested that Council find an alternative solution to the
geese population other than shooting.

Councilmember Pearson stated that he has talked to Wes Bulen, developer of
the golf course, and he was surprised to hear that there was a geese
population problem at the golf course. Mayor Reimann stated that even
though DNR claims that a controlled hunt is the most effective way to
control geese population, he feels that shooting the geese should only be
used as a last resort to solving the problem.

It was a unanimous consensus of the Council not to adopt the proposed
ordinance to allow the shooting of geese at the Rum River Hills Golf
Course.

Case #3:

Selection of insurance a_~ent of record for the City of

Mr. Conway 01son, Ramsey's current agent of record was present to give a
presentation on insurance coverage for the City of Ramsey for the upcoming
year.

Finance Officer Sandra Ashley stated that the city received three responses
the the ad for an agent of record. The applicants are T.C. Field and
Company, FBS Insurance, and Hadtrath and Associates. Hadtrath and
Associates was the low bidder.

Mr. Hartley noted that Mr. Michael Hadtrath has filed for a Council seat,
and if elected, this contract for agent of record may be viewed as a
conflict of interest.

Mr. Michael Hadtrath was present and stated that he had hoped this
insurance issue would be resolved before the candidacy filing dates began.
Mr. Hadtrath stated that his bid meets all of the qualifications, that he
is the low bidder, that he intends to do a good job for Ramsey and that he
should be awarded the contract for agent of record. Mr. Hadtrath stated
that he does not feel there is a conflict of interest at the present time,
nor will there be one if he is elected to Council. But should there be
one, he is prepared to take the appropriate action necessary.

Mr. Conway 01son of T. C. Field and Company stated that when the City is
obtaining professional services, the low bidder aspect is not necessarily
City Council / September 27, 1988
