Bill Ayers - 7210 161st Lane N.W. - Stated that he is disappointed in that <br />he received his letter on October 24 requesting that he be present at the <br />October 25 Council meeting to address modifications to the proposed Charter <br />amendment. He is also disappointed in the excessive amount of time it has <br />taken to get this proposed charter amendment addressed and he hopes the <br />City will not attempt to contract for police protection services before the <br />Charter amendment is finalized. <br /> <br />Glen Semanko - 6311 169th Avenue N.W. - Stated that the petition <br />circulating committee was well organized and showed some foresight in <br />planning; he is disappointed in the lack of organization on the part of the <br />City in putting the petition through the process. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember Sorteberg to <br />introduce Ordinance ~88-XX amending the City Charter to include a chapter <br />entitled "Police Department". <br /> <br />Further Discussion: Mayor Reimann noted that the proposed Charter <br />amendment basically strengthens an existing City ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Raquest To Declare A Hardship And Authorize The Conveyance <br /> Of Land Described By Metes And Bounds; Case Of United <br /> P. ower Association: <br /> <br />Gary Ostrom of UPA was present requesting approval to have that property <br />approved for construction of an electrical substation conveyed to UPA by <br />metes and bounds rather than minor subdivision. Mr. Ostrom stated that <br />conveying such a small parcel of land by minor subdivision is an <br />unwarranted expense. <br /> <br />Mr. Goodrich stated that Council must find a hardship relating to the <br />characteristics of the property in order to approve a metes and bounds <br />subdivision. Mr. Goodrich stated that in reviewing the case, he cannot <br />find any legally sufficient hardship to warrant a metes and bounds <br />subdivision. <br /> <br />Mr. Ostrom stated that the hardship would be the additional cost involved <br />with a minor subdivision; that cost will have to be passed onto the <br />consumer s. <br /> <br />Mr. Goodrich stated that economic concerns do not constitute sufficient <br />reasons for hardship. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember DeLuca to deny <br />the request of United Power Association to find a hardship imposed by the <br />minor subdivision requirements of the City Code. <br /> <br />Further Discussion: Mr. Ostrom stated that he fails to see the reason for <br />requiring a minor subdivision which will accomplish no more than a metes <br />City Council/October 25, 1988 <br /> <br />Page 8 of 18 <br /> <br /> <br />
