Mr. Goodrich replied that UPA <br />supplied a legal description with their application for a conditional use <br />permit; that implied that the parcel was a lot of record; the subject <br />property was not a lot of record and has necessitated the need for UPA to <br />return to the City for a subdivision. Mr. Goodrich also noted that several <br />appearances before Planning and Zoning and City Council is not unusual; <br />State law establishes intent of minor subdivisions. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Incineration Burniny Moratorium Ordinance; <br /> <br />Mr. Goodrich presented a draft Moratorium Ordinance to place a 6 month <br />moratorium on burning by incineration in the City of Ramsey. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember Sorteberg to <br />refer the proposed moratorium ordinance on incinerator burning to the <br />Planning Commission requesting that it conduct a public hearing on the said <br />Ordinance, and forward it's recommended Findings to the Council for it's <br />consideration. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuc a, Pearson and Bawden. V ot ing N o : None. <br /> <br />Case ~7: Request For Minor Subdivision: Case Of Ms. Kellie AnD <br /> <br />Ms. Kellie Ann Walker was present requesting a minor subdivision to <br />reconfigure a 3 and 7.9 acre parcel into a 8 and 2.5 acre parcel. <br /> <br />Mr. Otto noted that Planning and Zoning recommended approval of the request <br />on April 23, 1987. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Bawden to <br />approve Ms. Kellie Ann Walker's request for a minor subdivision. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Request For Site Plan Review~ Case of Holiday Stationstores: <br /> <br />Mr. Otto recalled that Council tabled site plan approval on October i1 <br />pending Mn/DOT's review and storm water drainage concerns being addressed. <br />The City has received verbal comments from Mn/DOT and they will allow a <br />right turn-in only from Hwy. #10. The storm water calculations were <br />reviewed and the basin proposed will be adequate for 100 year storm. <br />Holiday Stationstores remains reluctant to dedicate 60 feet along the <br />railroad tracks for service road/utility purposes.
