o <br /> <br />_Wetlands: DNR Wetland #2-658W is located on the north end of the <br />property. Ail lots should meet minimum areas (10,800 square feet) based <br />upon land area above the OHW. The ordinary high water elevation of this <br />wetland has been established by DNR as 860'. Lots 1 through 24 of Block <br />3 are affected by this wetland. Only Lot 13 of this block appears to fall <br />substantially below this elevation with an area of less than 8,000 square feet <br />above OHW. <br /> <br />~;oils. As noted in Item 5 above, Lots 1 through 24 of Block 3 are adjacent <br />to wetlands. Staff is recommending that a grading plan be submitted <br />showing the proposed lowest floor elevations for proposed structures on <br />these lots. Soil borings should also be submitted showing depth to <br />groundwater. <br /> <br />~ The development drains northward to DNR Wetland 2-265W. <br />The following comments should be incorporated in the final plat: <br /> <br />a) <br /> <br />Drainage from Sunfish Lake Drive west of Erkium Street will flow <br />onto the property of John and Darlene Katnis. Either permission <br />from the Katnis' needs to be obtained or provisions for intercepting <br />this runoff must be made. <br /> <br />h) <br /> <br />The closed conduit storm sewer system proposed needs to be <br />expanded such that overland runoff generally does not exceed 800 <br />feet. The storm sewer should be extended to drain the intersection <br />of 147th and Fluorine and halfway down Germanium Street <br />between 148th Lane and Sunfish Lake Drive. <br /> <br />c) <br /> <br />The drainage plan, and in particular the wetland discharge designs, <br />are subject to the review of the Lower Rum River Water <br />Management Organization and the Department of Natural Resources. <br /> <br />d) <br /> <br />The County Highway Department has commented that no additional <br />drainage should be directed to the ditchline of County Road #5. The <br />development of tots adjacent to County Road #5 would appear to <br />cause additional runoff to the County ditch, t would recommend a <br />yard drain be placed at the intersection of County Road #5 and <br />Sunfish Lake Drive to address this concern of the County. <br /> <br />Streets: The proposed cul-de-sacs are within the 600 foot maximum length <br />allowed. Also, there is a proposed connection provided to 149th Lane to <br />the north. These are both positive aspects. In accordance with the City's <br />Thoroughfare Plan, Sunfish Lake Drive N.W. will be constructed to MSA <br />standards as a collector street. <br /> <br />In accordance with the City Engineer's recommendations at the sketch plan <br />stage, the intersection of the proposed collector street with County Road #5 <br />has been designed with ~ appropriate tangent section. In addition, reverse <br />curves without tangent sections have been eliminated and interior streets <br />intersect as tangent sections. <br /> <br /> <br />
