That the proposed use will be designed, constructed, operated, and maintained so as to be harmohiou$ and appropriate in appearance with the existing or intended character of the general vicinity and such use will not change the essential character of the area. That the proposed use will not be hazardous or disturbing to existing or future neighboring uses. 17. That the proposed use will not be a substantial improvement to the property in the immediate vicinity and to the community as a whole. 18. That the prOposed use will be served adequately by essential public facilities and services. 19. 20. 21. That the proposed use will not create excessive additional requirements at public cost for public facilities and services. That the proposed use will not involve uses, activities, processes, materials and equipment and cohdltiOns of operation that will be detrimental to any persons, property, or the general welfar6 by reason of excessive production of traffic, noise, smoke, fumes, glare or odors. That the proposed use will be consistent with the intent and purposes of Chapter 170.013D (Conditional Use Permits). The motion for the adoption of the foregoing findings of fact was duly seconded by Councilmembcr Peterson and upon vote being taken thereon, the following voted in favor thereof: Counc'fimember Alan Pearson Cotmcilmember Richard Cich Councllmember Kenneth Peterson Counefimember Stephen F. DeLuca and the following voted against the same: Mayor Gary Reimann and the following abstained: None and the following were absent: None whereupon said findings of fact were declared duly adopted by the Ramsey City Council this the 18th day of DeCember, 1990.
