15. <br /> <br />16. <br /> <br />That the proposed use will be designed, constructed, operated, and maintained so as to be <br />harmohiou$ and appropriate in appearance with the existing or intended character of the <br />general vicinity and such use will not change the essential character of the area. <br /> <br />That the proposed use will not be hazardous or disturbing to existing or future neighboring <br />uses. <br /> <br />17. <br /> <br />That the proposed use will not be a substantial improvement to the property in the <br />immediate vicinity and to the community as a whole. <br /> <br />18. That the prOposed use will be served adequately by essential public facilities and services. <br /> <br />19. <br /> <br />20. <br /> <br />21. <br /> <br />That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services. <br /> <br />That the proposed use will not involve uses, activities, processes, materials and equipment <br />and cohdltiOns of operation that will be detrimental to any persons, property, or the general <br />welfar6 by reason of excessive production of traffic, noise, smoke, fumes, glare or odors. <br /> <br />That the proposed use will be consistent with the intent and purposes of Chapter 170.013D <br />(Conditional Use Permits). <br /> <br />The motion for the adoption of the foregoing findings of fact was duly seconded by <br />Councilmembcr Peterson and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Counc'fimember Alan Pearson <br />Cotmcilmember Richard Cich <br />Councllmember Kenneth Peterson <br />Counefimember Stephen F.
