CommlsslOnec Hendrlksen pointed out the Commission Is saying there
<br />will notlbe a substantial Improvement, and previous Interpretation
<br />of the wOrdrSUbstantlal has meant major benefit. Commissioner
<br />LaDue no~ed.thls Is Industrial property. Commissioner Deemer noted
<br />the Improvements called for In the site plan such as planting
<br />trees. Commissioner Hendrlksen went on to protest, that running
<br />the oper&tl°n outdoors rather than building a building Is not a
<br />"substantial investment", that parts will not be paved which is
<br />requlreU~by code, and that It Is an undesirable business wlth a
<br />high crane next to a residential area. He expressed his
<br />frustration and lack of understanding on the votes cast on this
<br />matter, feeling there has been no sounU reasoning for those votes.
<br />CommissiOner LaDue suggested they do not need a lecture on their
<br />votes.
