Unit Placement: <br />There has been concern raised on the look and feel of having a great wall of units viewed fronl <br />the street. From the unit elevations provided it appears that the individual units will have <br />architectural articulation and the units themselves will vary in setbacks from the sidewalk in each <br />building. Further review of the articulation and staggering of buildings will be addressed as part <br />of site plan review. <br /> <br />It was discussed at the December 2003 Planning Commission meeting that setbacks for the units <br />will be measured from the back of the sidewalk to the unit. The preliminary plat shows all of the <br />row house townhome units meeting this setback with the exception of Lots 8, 9, and 10 of Block <br />1. The applicant has indicated that these units will be moved forward to comply with the <br />maximum setback and a revised plan showing this change will be sent to the City. <br /> <br />The setbacks for the back-to-back units (condos) will be unable to meet the 20~foot front setback <br />since the City will require that the driveways serving these units will be 25 feet in length. Since <br />the driveway and the front door will be located on the front of the unit, the setback will be 25 <br />feet. Staff finds this setback acceptable. However, since the Town Center Zoning District <br />requires that units must have a maximum 20-foot setback, staff will be bringing forward an <br />amendment to the Town Center District that will allow for a 25-foot setback for back-to-back <br />townhome units. <br /> <br />Councillnember Cook questioned if the proposed amendment would be due to this plot or <br />because there will be plots in other subdivisions coming into Town Center that will also need this <br />amendment. <br /> <br />Assistant Community Development Director Trudgeon replied this issue will occur from time to <br />time with Town Center. <br /> <br />Councihnember Cook inquired if the issue of the driveway length would be covered under the <br />fact that this project is a PUD. <br /> <br />Assistant Community Development Director Trudgeon replied the project is not actually a PUD, <br />a special district was created. <br /> <br />Councilmember Cook inquired if there could be separate standards for this area, which really is <br />its own zoning. <br /> <br />Assistant Community Development Director Trudgeon responded in the affirmative and <br />explained that is why the Town Center zoning was created, which applies only to this area. <br /> <br />Councihnember Elvig inquired about the parking bubbles shown on sheet 7 of 20, as they are not <br />shown on the other sheets. <br /> <br />Assistant Community Development Director Trudgeon replied the parking cutouts will be <br />required. <br /> <br />City Council/February 24, 2004 <br /> Page 11 of 31 <br /> <br /> <br />
