City Administrator Norman explained that in the development agreement it is stated there could <br />be a special taxing district for the regional roadway. He explained staff is attempting to obtain <br />the remainder of the funding from the County. <br /> <br />Councihnember Zimmerman asked if the special taxing district would be the Ramsey Town <br />Center. <br /> <br />City Administrator Norman responded in the affirmative. <br /> <br />4) Anoka Aquatic Center Contribution <br /> <br />Councilmember Elvig reported it has been the policy of the City to contribute funds from the <br />lawful gambling fund to the Anoka Aquatic Center. The Finance Committee did not see any <br />reason to change this policy. <br /> <br />Motion by Councilmember Elvig and seconded by Councilmember Strommen to adopt <br />Resolut6ion #04-02-052 authorizing $4,000 for the Anoka Aquatic Center to be funded from the <br />Lawful gambling Fund. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />Pearson and Zimmerman. <br /> <br />5) Amend 2004 Rates and Charges for Commercial Trail and Park <br /> Dedication Fee <br /> <br />Finance Officer Lund reported that in December 2003 the proposed 2004 rates and charges were <br />brought forward to the Council. Staff felt the commercial trail fees and park fees should be <br />examined to see if they are in line with neighboring communities. The Park Commission made <br />the recommendation that trail fees be increased to $1,090 per acre and the commercial park fees <br />be increased to $4,356 per acre. The commercial fees are currently determined at 5% of the fair <br />market value with a minimum of $2.00 per square foot. The Council action requested is to direct <br />staff to amend the rates as the Park Commission recommended. <br /> <br />Councihnember Elvig reported the Finance Committee agreed with staff's recommendation <br />regarding the park and trail fees. <br /> <br />Motion by Councilmember Elvig and seconded by Councilmember Strommen to adopt <br />Resolution #04-02-053 amending the 2004 rates and charges to amend the rates for <br />Commercial/Industrial Trail Fees and Commercial Park Dedication fees. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />Pearson, and Zimmerman.
