The subject property is
located at 7665 Hwy #10 NW.

Assistant Community Development Director Trudgeon explained Mr. and Mrs. McElhaney
recently purchased Chelsea's Auto and started operating Auto & RV Ranch. The applicants
purchased the property with a small portion of the site containing concrete and bituminous
pavement for display area, customer, and employee parking. In order for Auto Ranch to display
their entire inventory, the bituminous pavement area needs to be expanded. Mr. and Mrs.
McElhaney submitted a drawing outlining their intentions to comply with City Code's site
improvement requirements for displaying their vehicles. However, the weather is no longer
conducive to installing bituminous pavement and concrete curbing. Mr. and Mrs. McElhaney are
requesting an interim use permit to enable them to store and display the vehicles on the property
without the required site improvements until June 30, 2004. Prior to any improvements being
initiated the McElhaney's will need to submit a Paving, Grading, Drainage and Erosion Control
Plan. This plan will be subject to the City Engineer's review and approval. The Planning
Comlnission recommended that the Council approve the interim use permit request.

City Council/February 24, 2004
