Coun¢itmember <br />its adoption: <br /> <br />in~-oduced the following resolution and moved for <br /> <br />RESOLUTION #92.02. <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO <br />JAMES PAULZINE'S REQUEST FOR A CONDITIONAL USE PERMIT TO <br />MAINTAIN HORSES ON A PARCEL LESS THAN THREE (3) ACRES IN SIZE <br />(Drafted February 10, 1992) <br /> <br />That Mr. James Paulzine, hereinafter referred to as the "Applicant", has properly applied <br />for a conditional use permit to maintain two (2) horses on a parcel measuring less than three <br />(3) acres in size. <br /> <br />That the Applicant appeared before the Horse Care Commission on February 18, 1992 and <br />that Commission has recommended that the City of Ramsey approve the application to <br />maintain two horses on less than 3 acres. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 9.03.04 of the Ramsey City Code'on March 3, 1992 and that <br />said public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br />That the subject property is generally known as 16350 Alpaca Street N.W. and is legally <br />described as follows: <br /> <br />Lot 4, Block 2, The North Forty, Anoka County, Minnesota <br /> <br />5. That the subject parcel is approximately 2.04 acres in size. <br /> <br />6. That the subject parcel is zoned R-I Rural Residential. <br /> <br />7. That the surrounding parcels are also zoned R-1 Rural Residential. <br /> <br />o <br /> <br />That Section 5.09.05 states that a maximum of 2 horses may be maintained on a parcel <br />ranging in size from 1.5 acres to less than 3.0 acres with a conditional use permit. <br /> <br />That Section 5.09.04 of the Ramsey City Code states that no stable or barn that houses <br />horses may ~ located within 50 feet of a place of human habitation. <br /> <br />That Section 9.20.11 of the Ramsey City Code states that no buildings housing animals <br />may be within 75 feet of neighboring property lines. <br /> <br />10. <br /> <br />That the Applicant has submitted a site plan which indicates that there is a temporary run-in <br />shed that is located more than 50 feet from the place of human habitation on the same <br />property but within 75 feet of neighboring property lines. <br /> <br />11. <br /> <br />That the Applicant has stated that if the conditional use permit is g'ranted, a permanent <br />structure to house the horses will be constructed in accordance with City Code <br />requirements. <br /> <br />12. <br /> <br />That the site plan submitted also indicates that there is 1.5 acres of fenced roaming area for <br />the two horses on the subject properS,. <br /> <br /> <br />
