In that time frame, the City denied two applications to maintain horses ~t dehsities less than three (3) acres per horse. That the Applicant's application is the City of Ramsey's first opportunity to act upon such a reques[i since the adoption of Ordinance #90-11 amending regulations and acreage requirefnenrs for keeping horses. That the pr[oposed use will/will not be hazardous or disturbing to existing or future neighboring uses. That th} proposed use will/will not be an improvement to the property in the immediate vicinity'and:to the community as a whole. That the prOposed use will/will not be served adequately by essential public facilities and serviceS. That the proposed use will/will not create excessive additional requirements at public cost for public f~{cilities and services and will/will not be detrimental to the economic welfare of the community. That the proposed use will/will not involve uses, activities, processes, materials, and equipment and conditions of operation that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare o? odors. The motion fo~' the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the ~ day.of ,1992.
