th9 Investment Framework the draft suggests seven heading~ for
PO~ic~ consideration. Recommendation Number Four, Transition
kr~asl suggests that the Council "... need not restrict
communities from utilizing other tools, such as ghost
platting, to address the transition area." Approval of the
Fa~e Preliminary Plat with full knowledge that staged
deYel0pment would take place is consistent with the "ghost
platting,, concept and is a reasonable approach to the sDlit
MUSA line site of the preliminary plat.
W~TE WATER TREATMENT PLANT
It~is essential for the City to stage sewer connections and
the Faye development is expected to be improved over a period
time and within the sewer connection limitations.

SUMMARy,:

This paper responds to all five the Metropolitan Council comments
as cont&ined in the Chair letter of February, 1990 to Mr. Larry
Hartman~iofEQB. I believe that Faye Preliminary Plat is reasonable
for public support as the developer 1.) has given proper
consideration of existing trees and vegetation; 2.) .has resolved a
trail l~ca~ion with the City which is consistent with Critical Area
Corrido~ ~equirements, 3.) has proposed a development that is
consistgnt with present zoning and could be converted in the event
air ort~zonin is adopted, 4.) will develop propertiem within t~e
P ~ ~ g ....
presentii M~JSA and future development will follow only when
encompa~sed by the future MUSA and 5.) will develOp as sewer
connections become available.

I trust~ t~at the above adequately responds to the Metropolitna
Council ~concerns and supplementes basis for EQB and City support.

Sincerely,

BBC:dmn- ~

E~c.

cc:

RiOhard T. Thompson, Metropolitan Council
La~ryRartman, EQB
I%.an Schwartzman
