Duluth Inte~&t~onal Airport Airport Zoning Plan/Ordinance We are nearing Completion ~f adoption of an Airport Zoning Plan and Ordinance which!involves five governmental jurisdictions, the Cities of Duluth &n~H~rmantown, townships of Rice L~ke.and Cgnosia, and St. Louis County~ The zoning issues between the jurisdictions have been complex and~iong standing. The first public hearing indicated that adoption of a plan acceptable to all concerned will be a reality. Airport LayO~t Plan . . The Airport .~aYout Plan update was inItiated by the Duluth Airport Authority to!~re~lect changes an~ numerous improvement projects since the initial ~lan was completed in 1974. The layout plan was expanded to a set of'~8 Sheets r~flecting ~ompleted and planned improvement ladd acquisition, building area plans and re-use of the projects~ former Air F~rce base. The layout plan update and supporting document was complete4 i~ late fall 1984. DLH Airfield~Design Projects Merland Otto~ while at Ralph Burke.Associates, served as project manager for ~everal of the AIP design projects completed recently. Among them w~re~the reconstruction of the airport's primary Runway 9-27, 10,152[feet in length. This project i~volved replacement of concrete pan~ls~ reconstruction of pavement joints, crack restruc- turing and gFooving. The project was bid with a separate Air National Guard project, installation of BAC 14 aircraft arresting barriers, in order to minimize the time the runway would be out of service. The project waslComPleted in Spring of 1984. A parallel tSxiway extension project for the primary runway was under- taken over p~at~soil? to a depth of 16 feet. The embankment work for the extension of Taxlway A was done over the peat using geotextile fabric and SRrcharging to get a stable foundation for the taxiway. S~S provided~th~ geotechnical analysis and monitored settlement of the f~ll. The r~Su~tant cost savings were some $200,000 compared t© the alt~rnative~f Oomplete removal of the organic soils. .The pavement . design project by Jack D. salo folloWed a year later with construction in 1985.
