Commissi°~er Donovan said that Chairman Ippel has accurately expressed bis <br />and our views and has done a good job. <br /> <br />Commissioners Larsen, Sieber and Stauffer stated that they aren't sure that <br />there is Public support for what's proposed, let alone anything bigger. <br /> <br />Commissioner Greenberg arrived at 8:10 p.m. <br /> <br />Chairma~ Ig~el stated that the other thing we need to do to qualify for <br />Federal f~nding is to hire a consultant. Commissioner Larsen gassed around <br />a dour of a proposed letter for discussion to be used in the consultant <br />selection 'process. <br /> <br />Cbairman:Ip~pel stated that this letter is just to notify consultant <br />oompanieSith&t the consultant selection process is under way and to see if <br />they would bel interested in sending in resumes and information on their <br />firm. We'would review these and interview some of them and then select a <br />consultant to do the necessary work. <br /> <br />City Administrator Hartley stated that this is a two step process. First, <br />we must request/solicit qualifications and following that, we can solicit <br />proposals 'once we determine that they're qualified. As a shortcut to that, <br />you can use ia list of pre-established qualified firms, including <br />representatives from minority-owned firms. <br /> <br />City Adminisltrator Hartley offered a few pointers when requesting <br />qualifications. If any indication is given to the price or fees, the <br />proposal .would be disqualified. The purpose of the first step is to <br />evaluate needs, qualities, manpower, experience, ability to receive scope <br />of projeck, etc. and then go on. He stated that the proposed letter looks <br />good to h~ (see enclosure 1 to these minutes). <br /> <br />Commissioner Sieber stated that the first sentence should be changed to <br />"consider" rather than "intend" to request financial assistance. <br /> <br />Chairman ~ppe! stated that in the second paragraph, last sentence, he would <br />suggest that "would" be changed to "could". Also, that City Administrator <br />Hartley sign the letter and be the contact person. <br /> <br />9he Commission consensus was to have the deadline date be April 11, 1986. <br /> <br />Motion by Commissioner Donovan and seconded by Commissioner Stauffer to <br />send the letter contained in enclosure 1 to these minutes with the <br />following changes/addi tions: <br /> <br />a) First garagraph, first sentence - "consider" instead of "intend" <br />b) Second paragraph, last sentence - "could" instead of "would" <br />c) Deadline be established as April 11, 1986 <br />d) Have City Administrator Dave Hartley be the contact person <br /> <br />Motion carried. Voting yes: Chairman Ippel, Commissioners Sieber, <br />Greenberg~ Stauffer, Donovan and Larsen. Voting no: None.
