that am~airport goes in there does not mean it will be there for
eternity, ii

Tim Dushabek - Stated that Mr. Ippel's comments regarding not
being theme for eternity concern him; that everyone has had
the same feelings about the landfill. What happens if we develop
the airport and industry is not moving in? Mr. Dusbabek also
requested that figures regarding property values adjacent to
airports be provided at the next public meeting. The property
values adj~acent to Crystal Airport could be used as a basis for
such a report.

Chairma~ IPpel stated that it is not fair to draw parallels with
the lamdfitl; it is not owned and controlled by the City and
everybody is telling us what to do with that facility. The airport
would be Under total municipal control.

Mr. Ottq pointed out that once a City has accepted Federal money
for airport development, the City is obligated to their criteria
for 20 years after last receipt of Federal funds; but it is the
municipality that controls the facility.

Jim Mar~in=- Stated that he is a professional real estate
appraisOr !and regarding real estate values, home values may
drop a little. The real penalty is that properties will not
appreciate in value.

Jon AndersOn - 11892 Flintwood Street - Stated that he lived
~ block~from Crystal Airport for 3 years and his equity almost
doubled

Jim Martin.~ Replied that equity will not appreciate as much;
it will not keep up with inflation.

· ~
Commlsszoner Sieber noted that Mn/DoT has stated that poor
planning was used in the Crystal airport and the same situation
will nog be allowed to happen again; Gateway would not turn into
a Crystal Situation and to do a report on property values as they
are in CryStal would not be a fair comparison.

Tim Dusbabek - Inquired as to what happens after all this
information is submitted to Mn/DoT and FAA.

Mr. Koshaklreplied that there will be one more public hearing,
at whi¢~ time a formal document will be presented to the Airport
Commission.

Chairma~ lPpel stated that the Commission will then make a
recommendation to Council to proceed with airport development
or drop~t~e issue. This Airport Commission has no decision making
authority.

~m DuSbab~k - Inquired if the public will get a chance to vote
the issue.

missioner Sieber suggested that people refer to the City

AP/August 22, 1984
Public Meeting
Page 8 o~ 10
