Charter;!i the City Council may or may not have the legal authority
to decide to build an airport but they can't bond the money for
it without asking the citizens first. Council is the only body
that can spend the public's money and they must follow certain
rules to do so.

Greg DUchene - 15951 Ramsey Blvd. - Stated that airport improve-
ment is'a benefit that Ramsey could and does need; it would be
a good draw card for industry in Ramsey.

Jill Newman - Crystal - Pilot at Gateway - Inquired if any
studie$~haVe been done as to what would be at the Gateway
location if the airport was not there. Suggested that something
could be there that might be even more objectionable than noise
of airplanes.

Chairman Ippel stated that there was a study done by Waste
Management Board addressing potential sites for three different
types of hazardous waste facilities (storage, incineration and
waste t=ea~ment), The entire industrial park area was recommended
on the initial study and one of the things brought up at the
hearings was that smoke stacks would interfere with airport
operation. The Hearing Examiner's Report recommended that the
area to,the west be eliminated because of it's not easily
accessible to sewer and water and that the area to the east of
County~Roa~ #56 be totally eliminated because of the airport and
the final recommended area became a very small section,

The public meeting recessed at 9:38 p,m.

Chairman lppel called the meeting back to order at .10;20 p,m.

Mary Larson - 14725 Ramsey Blvd. - Stated she would like to go
on record as not being in favor of the airport projectl especially
if it means she will have to move. Her reasons were that she
likes where she lives, she doesn't want herlchildren to have to
switch schools, she built her home 28 years ago and it would cost
more to,replace today and taxes would be higher on a new home.

Chairman Ippel inquired of Mary Larson that if she felt she were
compensated equitably, would she change her mind regarding the
airport,

Mary Larson replied that she probably would, not change her mind~
the fact still remains that she would have higher taxes on a
new home and she has 28 years invested in landscaping of her
current're~idence.

Jon Anderson ~ Comments have been made that Ramsey cannot afford
an airport!and the airport would reduce property values~ these
are alllthings that point towards getting some 'attraction into
Ramsey that would create revenue,' Don't know 'of any community
~ the, metro area that is growing and doesn't have an airport
~rby,

.~issioner Greenbezg sited Milaca and Princeton as an eXample
noted the difference in the towns; even thOugh ~Mil'aca is

AP/August 22, 1984
Public Meet%ng
