Ken Wagner - Referred to the cost of land acquisition, State and Federal
funding, and inquired what Ramsey's share would be in land acquisition.

Chairman Ippel ~replied that land acquisition and the cost of it is another
question that the Master Plan will answer. Chairman Ippel noted that this
meeting is the 'first of two public meetings in Phase I of the Plan and at
the next meeting the Commission will have information available regarding
actual airport layout with buildings, etc. After those two public meetings,
there will be an official public hearing. After that, a study will be made
regarding setting up zoning and a public hearing will be held and there will
be available cost estimates for land acquisition depending on where that
runway will be proposed to be placed.

Mr. Otto stated that all public use facilities, if we meet Federal and State
criteria, Will lbe funded 90% Federal and 10% local.

Brenda Bauerkemper inquired as to the cost of the Airport Master Plan.

Mr. Koshak replied that the cost of the study is $40,400; 20% of that is
paid by the City and 80% by the State.

Matt Kirkielka - 721 150th Lane NW - According to the survey, it
seems that oDly 2%% of the business community benefits from the
airport and 75% of the airport traffic is recreational; you are
disrupting an entire community for recreation and to spend tax
dollars in olrder to continue this recreational facility is a
fiasco.

Dennis Olson - 7621 150th Lane - If I were thinking of building an
airport,~ t would want the blessing of the community before I spent
those dollars; I would survey the community that the airport would
affect ~- that is the shortest way to eliminate hard feelings.

Jim Martin - Has the City considered an alternate location like
the General Mills property?

Chairman ~ppel replied that the General Mills property was studied
two years, ago and for a number of reasons, it was rejected. The
Airport Commission's task is to study the existing airport; a
majority of the area around it is well screened by the landfill and
industrial park. The railroad tracks and Highway #10 provide an
optimum situation for placement; being an existing facility, a
majority of the property is open land and industrial park.

Gene Vale~io - 16541 Jasper - Have not heard anything yet that
establishes a need for a commercial airport.

Chairman tppel replied that the study will establish whether or
not there' is a need; some of the businesses that are there settled
there because of the airport. The purpose of surveying the pilots
and businesses was to come up with some type of projection regarding
potential airport useage. The citizens are not being ignored;
we have had numerous meetings which are open to the public and
publicized and a city-wide mailing was sent out regarding this
particular public meeting.

AP/May 16, 1984
Public Meeting
