Citizen -i Inquired if the federal funds will be used for future <br />improvements ~nd more expansion of the airport. <br />Mr. Otto ~-il~,Re~lied that the improvement project proposed in the Master Plan <br />is eligible for federal participation on any public use areas (land <br />aoquisit~oh, ~elocating residences or businesses, grading operations, <br />paving o~. ~Way, lighting). Those federal funds are developed from user <br />generated ~un~s through general aviation or ticket taxes. Those funds go <br />into a s~e~if~c trust fund designated for airport projects. It is the <br />city's i~t~,nt !to apply for funds to make the improvements outlined in the <br />Master P~a~.~. iThe city is eligible for 90% federal participation. The <br />Master P~a~ a~d use of federal funds does not deal with any expansion <br />beyond t~e~e improvements. <br /> <br />Citizen ~iInqulred as to what consideration was given to existing <br />businesS$,s~oniHwy. #10. Northern Oxygen stores hazardous materials and <br />operates i~o-~ay radios and equi~ent that emits radio frequencies. <br />Mr. Otto i-~ Stated that users of the airport could respond to experiencing <br />any prob~msiresulting from operations at Northern Oxygen. Zone B <br />prohibi~s!,us~,s that are potentially hazardous and could result in <br />explosio~s~ N~rthern Oxygen is not in Zone B. <br /> <br />Citizen -~ fnq~'red about existing churches and bowling alleys in Zone B; <br />they att~ ,a~t ~roups of people which would create a hazard. <br /> <br />Mr. Otto i-.,~ Re~ied that because those uses were established in 1976, those <br />propertiie~ az.e exempted; a property either gets exempted or it is <br />prohibitedias Ia nonconforming use; those uses can continue because they <br />were the~e~ i <br /> <br /> Citizen ~ ,InqUired if height limitations will allow for the planting of <br /> trees on ~t~p 0,f the landfill hill once it is closed. <br />Mr. otto i-iBe~ied that the airport elevation is established at 870'; the <br />horizontalilsu~face would be established at 1020'; landfill elevation is <br />permitted ~o ~o to 1026'; that elevation would be already penetrating the <br />1020' ai',r]~r~ horizontal surface, although some consolidation of the <br />landfill '~i ~ e~pected. Operators of the landfill are currently applying for <br />a certif~o ~te lof need to vertically expand the site another 4'. Under the <br />proposed !z~ ~ni~g ordinance, the existing use would be permitted to continue; <br />any new u~: o~ expansion would be restricted. After completion and closure <br />of the la~ ~il/~ site, no trees would be allowed to be planted at the top of <br />the hill~ The operators may also not be able to expand the landfill <br />because 0fi~th~ zoning restrictions; they would need an airport permit and a <br />conditi~ ~ permit for the expansion. Landfills have been desig~.ated <br />by FAA tO ~e ~irport hazards and a land use incompatible with airports, FAA <br />has indi0a~ed~hat they would not participate in funding for a project <br />until lan'~fi~l operations cease.
