The Honorable a~ry Reimann
Mayor, CitYilof Ramsey
15153 Nowt~n B~ulevard N.W.
Ramsey, Min~eso~a 55303

Re: Gateway North Industrial Airport - Safety Zoning

Dear Mayori ~eim~nn:

Metropolitan Council
300 Metro Square Building
Seventh and Robert Streets
St. Paul, Minnesota 55'10~i

Telephone [6~2] 294-6359

I understau~ that the City of Ramsey will be considering final action on its
·
proposed A~por~ Zoning Ordinance for Gateway North Industrial Airport at its
Council me~lng!tonight. As I understand it, the proposed ordinance may try to
prohibit t~ s~ing of a landfill at Candidate Landfill Site P due to possible
airport sa~ty :~oncerns.

Environmental i~pact statements ("EIS's") are currently being prepared on
Gateway No~h ~rport and on Site P. Both of these EIS's will include a
discussion ~f t~e compatibility of a landfill at Site P and operations at
Gateway No~h. ;i Adoption of an airport zoning ordinance prior to completion of
the environmental review process is premature. I urge you to delay adoption of
a zoning o~ina~ce until the ongoing envzronmental review process ~s complete.

Adoption b~.theiCity of Ramsey of an airport zoning ordinance cannot remove
Site P fro~i!con~ideration as a candidate landfill. Minnesota Statutes Section
473.811, SU].d. ~a, provides that with the approval of the Metropolitan COuncil,
"a metropO~:itanlcounty may acquire a [candidate landfill] site and buffer area
for a soli~ !waste disposal facility anywhere within the county without
complying W]ith ~ocal ordinances." Of course, we hope that progress in
recycling ~!id r~source recovery will reduce or eliminate the need for new
landfills. In ~he meantime, however, in order to be fair to everyone involved,
the legisl~lUr~ihas mandated a process to assure equitable consideration of all
candidate ~: ;es! based on objective environmental criteria. In fairness to
everyone, ~at ~rocess must proceed.

If you hav~!~any[questions about the content of this letter or about the
Metropolita~ CoUncil's role in aviation system planning or the landfill siting
process, p~a~e'! feel free to contact Peter Bachman, Assistant Counsel; Karen
Schaffer, ~lid Waste Division Manager; or Chauncey Case, Senior Planner in

Aviation.
Sincerely

Steve Keefe
Chair

PHB:SK:ksk
KKO38A

An Equal Opportunity Employer
