The development of the P~an ~or~ both the South 70 and North 80 is based upon the state of ~th~ art technology for solid waste landfills. This technol°g~· : i~cludes litter control, dust control, odor control, vector c0~trgl, fire control, noise control, a double liner under the landfil~ to collect and remove leachate from the site methane g~s~i r°nit°ring and collection systems, ground and surface water mon~to~ing programs, wind and water erosion control sys- tems, soil c~ver and revegetation, closure and post-closure care and end ~se~planning. These items will be further discussed in the Criter£a: forI ~pproval addressed below~ however~ based upon the presence~0f ~hese items, the Commission finds that the use will not be d&~ge~ous or otherwise detrimental to persons residing or working i~ t e vicinity of the use, or to the public welfare. As will be d~sc~ssed below, the Commission finds that the end use of the landfill for open space or other passive, nonindustrial uses on the NOrt~ 80, and similar uses compatible with industrial development *n the South 70 will cause its use as a landfill to not impair tl'le use, enjoyment or value of any property adjacent to or" in th~ vicinity of the landfill operations.
