I
I
I
I

'1
I
I
I
I
I

I
I
I
I
I
I
I

ri t

[

Anoka/Ram~eglBandfill and will be separated from the solid waste
disposed ~f ~n the current landfill by an infiltration barrier to
be comp~£~e~ of either clay or synthetic materials, and will
suBstant£~ll~ reduce any further infiltration of surface water
into the Covered portion of the current landfill site when the
constructionlof the environmental improvement on to the North 80

is completedi The effect of this engineering design will be to
collect a~y ~eachate
~ ~ produced within the environmental improve-

ment an~;~ I
, ~'tO reduce or eliminate approximately one-third of the

infiltration!and escape of leachate from the current site (or
about 801miliion gallons over a 20 year period) from the current
landfill Operation. Consequently, the design of the North 80
will not i~on~y prevent the infiltration of contaminants into
ground w~terI in the North 80, but because of its overlapping
design wi~h ~he current landfill site, will cause the improvement
of water' ~ua~ity attributable to the decreased infiltration of

ground wa~er
· ground watxer
Koch; P la~s,

into the current site to the overall benefit to the
of the community. (June 25, 1984 testimony of Henry

Section V, and Drawings accompanying Plans.)

lin addition, the plans for the North 80 address the
removal a~d ~ransportation of trees growing on the North 80 to

aNeas along the property lines. These buffer areas
will serve, t~ screen the adjacent areas from the landfill opera-
tion. (Juine i25, 1984 Testimony of Henry Koch; Landscape Plan.)
~lt~ough the finding of intrinsic suitability pursuant
to the MpCA iOrder and Metro Council Resolution did not on its
face extend ~o the North 80, the same conclusions are drawn by

18
