Subdivision 3, The commission or board shall elect a chairperson and vice- chairperson from its appointed members annually for one year terms. The commission or board may create and fill such other office as it may determine and create sub-committees as it deems necessary to accomplish its purpose. Subdivision 4. Members of the commission or board shall be appointed by a majority vote of the City Council for staggered two year terms, except that any person appointed to fill a vacancy occurring prior to the expiration of the term for which a predecessor was appointed shall be appointed only for the remainder of such term. Subdivision 5, Any member having three or more unexcused absences in any given year shall be cause for review of member status on the commission or board and the City Council shall make a determination, with commission or board recommendation, as to continued service on the commission or board. Subdivision 6. The City Council may appoint, by majority vote, a council member(s) or city staff person(s) as an ex-officio member(s) of the commission or board privileged to speak on any matter without a vote, and the ex-officio member(s) shall provide a liaison between the commission or board and City Council. 2.03.04 Member Method of Selection . Term of Office Removal. Subdivision I. The chairperson shall be selected annually by a majority vote of the commission or board and may be removed by a majority vote of the commission or board. The chairperson shall have the following responsibilities in addition to those otherwise described herein: a. Preside over all meetings of the commission or board. Appear or appoint a representative to appear, as necessary, before the City Council to present their viewpoint on matters as it relates to business under consideration by said commission, board or City Council. Review all City Council and other advisory commission or board minutes and inform the commission or board of matters relevant to its function. Provide liaison with other governmental and volunteer units on matters relating to the commission or board function. e. Ensure preparation of agendas for each commission or board meeting. Subdivision 2, The vice-chairperson shall act in the absence of the chairperson and shall perform the duties of the chairperson whenever the chairperson has resigned or is incapacitated and until a new chairperson is elected. Subdivision 3. Voting members of the commission or board shall be residents of Ramsey while serving on the commission or board and shall represent a broad range of interest in functions of the City. The Ramsey Economic Development Commission will allow up to 1/3 of the nine-member Commission to be non-resident property owners. 2.03.05 Commission or Board Composition Subdivision 1.
