SECTION 4 <br />RATES AND CHARGES <br /> <br />Re.tes and charges for the collection and treatment of sewage and for <br />w~ter itaken from the water system shall be set by resolution. However, <br />th~ ra ~s fixed shall not be in excess of an amount reasonably calculated <br />tb~detcay the cost of the proper maintenance and operation of the <br />systems, including the cost of amortization of any indebtedness <br />in~ur~ed by the issuance of revenue bonds for the improvement of the <br />sY~te~. <br />The OWner of the property shall be liable to the CiW for all bills accruing <br />through the use of water and sewer facilities upon his premises <br />Whethbv the same be personally used by him or his renter or lessee or <br />o~ev pccupant of the pre~ses. <br /> <br />Stste~ents for water and sewer charges for the preceding quarterly <br />pe~od~shall be mailed to each customer ~thin ten (10) days after the <br />fi~t d~y of each quacte~ and shall include the amount due for repairs <br />on,me,ers, fines, penalties oc other indebtedness and such statement <br />rh~ll :Se deemed su~cient notice to the consumer and to the owner of <br />th~ property against which such charges are made. Said statements <br />sh$1t ~be due and payable to the City Clerk on or before the end of the <br />m~th~ in which they are billed. <br /> <br />At ~he tend of t~ty (30) days from the date of said notice or statement all <br />bills r ~t paid shall become delinquent. It shall be the duty of the City to <br />py~m] ~ly collect delinquent accounts and the City shall notify each <br />de, ne ~ent consumer or, in case he ca~ot be fo~d, then the person in <br />ch~r~ ~ of the premises, of the amount of the bill due. If the same is not <br />pa~ t ~f satisfactory arrangements for pa~ent are not made within <br />te~ ()) days after such notice, the C~ty shal~ notify the delinquent <br />c°~su~e~ o~ the person in charge of the premises that in the case of <br /> [ <br />wa~a~,~ service will be shut off. In all cases where satisfactory <br />arrangements for payment have not been made within 72 hours <br />thereafter, instructions sh~ be ~ven to shut off se~ce at the stop box. <br />There ~hall be se~ce charges for turning water on or off at the request <br />of the ~ property owner and for raising or lowe~ng stop box tops to <br />cot ~es~ond with ~ound level change made by the property owner. <br /> <br />Page 12 <br /> <br /> <br />
