Precedent to this Negotiating Committee meeting, I had put <br />togethei: a proposed rotation within the departments that included all of the Councilmembers <br />with the intent that when each of the meetings are done, then Council would be able to sit <br />down ii~dividualty with various department heads and supervisors to discuss areas of <br />improvement. At the Negotiating Committee meeting it was suggested that it may be <br />easiest ~for ~ member of two to complete these tasks rather than involving the entire <br />Council. I need direction as to which you would choose to proceed with. The original <br />propos0d rotation is attached for your review. <br />FlintwOod Hills Park Survey: At the Thursday, April 9, 1992 Park and Recreation <br />Conu~i, '~siorl meeting, residents of the Flintwood Hills and Ramsey Terrace neighborhoods <br />were m~ited to hear the Commission's proposals on development of the Flintwood Hills <br />Park and P~k Trail. They are pleased to report that there was a reasonable turnout and <br />every ore o~ the residents expressed not only their approval of the development of the park <br />area bui a d~sire to assist with the labor where needed by the City of Ramsey. Tangential <br />to this, ~he Council had authorized Community Development Block Grant funds towards <br />the dev~elol~ment of this park. The Anoka County Administrator of these funds has <br />report¢g treat it is her opinion that it is not an appropriate expenditure unless the <br />neighb6rho0d is below certain income limits. Therefore, it is the Staffs intent to conduct a <br />survey I of the neighborhood in order to define whether we meet this guideline. The <br />residents in ~tttendance at the Park and Recreation Commission meeting also volunteered to <br />walk th~s survey through their neighborhood. The above certainly is a strong indication <br />that th~ Fllntwood Hills neighborhood is very desirous of providing recreational <br />opporttmitie~ for their children off Dysprosium and other side streets. You will note within <br />the agefida ~acket that the Flintwood Hills trail is part of the bid award for restoration of the <br />trunk sOWer ieasement and will be constructed this spring if ratified by the Council. <br /> <br />Code EnforCement: Council recently was provided with a memorandum from me regarding <br />change~ m task assignments to complete our code enforcement acnvlnes. The changes <br />mentiOned ih this memorandum were initiated on Thursday, April 9, 1992. Council will be <br />kept apl~rise21 of progress, or lack thereof. <br /> <br />AFSCME Qontract Proposal: At the Wednesday, April 8, 1992 Negotiating Committee <br />meeting with members of the AFSCME unit, a new proposal was presented by AFSCME <br />to the 12ommittee. This is attached for your review. Staff is currently costing out the <br />various iaspects of this proposal and should any member of the Council be interested in <br />further ~ iiscussion, please do not hesitate to contact either Personnel Coordinator McAloney <br />or me. <br /> <br /> <br />
