13. 14. 15. 16. 17. 18. 19. 20. 21. 22. That previous to 1990, City Cgde required three (3) acres per horse in order to maintain horses on a property. In that time frame, the City denied two applications to maintain horses at densities less than three (3) acres per horse. That the Applicant~s application is the City of Ramsey's first opportunity to act upon such a request since the adoption of Ordinance g90-11 amending regulations and acreage requirements for keeping horses. That the proposed use will not be hazardous or disturbing to existing or future neighboring USES. That the proposed use will not be an improvement to the property in the immediate vicinity and to the community as a whole. That the proposed use wflI be served adequately by essential public facilities and services. That the proposed use will not create excessive additional requirements at public cost for public facilities and services and will not be detrimental to the economic welfare of the community, That the proposed use will not involve uses, activities, processes, materials, and equipment and conditions of operation that will be deu-imental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare or odors. The motion for the adoption of the foregoing resolution was duly seconded by Councitmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the R~msey City Council this the~ day of _ ,1992.
