Subd. 1. Writing Requirement. Every ordinance and resolution shall be presented in writing and shall be read in full before a vote is t'aken thereon, but reading in full ma.',' be dispensed with by unanimous consent. All motions shall be recorded in the minutes and stated in full before the.,,' are submitted to a vote by the presiding officer. All petitions and other communications addressed to the council shall be in writing and shall be read in full upon presentation to the council. They shall then be recorded in the minutes by title and filed with the minutes in tile office of the Clerk. Subd. 2. Signature. Every ordinance and resolution passed by the council shall be signed by the mayor, attested by the Cter[:, and filed in the ordinance or resolution book. Proof of publication of every ordinance shall be attached to and filed with the ordinance. Subd. 3. Repeal of Previous Ordinance and Resolution. Ever)., ordinance or resolution repealing a previous Cit',' Code provision or resolution or section thereof shall give the number, if an3', and the title of the City Code provision or resolution to be repealed in ,.vhoie or in part. No City Code provision or resolution or section thereof shall be amended by reference ~o the title alone, but such amending ordinance or resolution shall set forth in full each section to be amended. 2.0 I. 0 7 Committees. The council may create such comminees, standing or special, as it deems necessaD,. Such comminees shall consist of as many members and perform such duties as the council may require. 2.01.08 Suspension or amending of the rules. These rules, or any of them, may be temporarily suspended by a major/ty vote of ail of the council members and shall not be repealed or amended except by a majority vote of the ,,,,'hole council after notice has been given at some preceding council meeting. 2.01.09 Salaries. Subd. 1. Mayor. The salaD, of the Mayor of the City of Ramsey shall be $500 per month ($6,000 per year). Subd. 2. City Council. The salaD, of each Council member of the City of Ramsey shall be $375 per month ($4,500 per year). 2.02 Economic Development Authority 2.02.0 1 Establishment. The City of Ramsey hereby establishes the Ramsey Economic Development Authority (the "EDA"). The EDA shall be governed by a board of commissioners consisting of the five members of the City Council, and the term of each commission of the EDA shall coincide with that commissioner's term of office as a member of the City Council. The purpose of the EDA is to promote the economic, commercial, housing, and indusn-ial development and redevelopment of the City and in order to consolidate the activities undertaken by the City in those areas. 2.02.02 Powers. The EDA shall have all powers given to an economic development authority pursuant to the Economic Development Authority Act, as the same may be amended or supplemented. 2.03 Bom~zts and Commissions
