2.03.01 E~tablishment. .r Sitlbd. 1. Boards and Commissions. The City of Ramse), hereby establishes tl'e fo!lowing Boards and Commissions: ~ = Planning Commission ~ Park and Recreation Commission ~ Economic Development Commission Fire Board Horse Care Board ~ Board of Building Appeals Board of Adjustment and Appeals r. Su~bd. 2. Purpose of Boards and Commissions. All Boards and Commission.~ cr.e~t.ed by this section shall be for the purpose of advising the City Council with respect to an? mu~mcipal function or activity or to perform quasi judicial functions as designated herein and/orlas d.~signatecl from time to time by City Council Resolution. ' SUbd. 3. Abolishment. The City Council may by ordinance abolish an), Board or Comm~s~s~on created herein, 2.03.02 Appointment of Members, Terms of Office and Removal. Subd. 1. Nine Voting Members and Residence Requirement. Each Bbard or CommiS.'sion will consist of no more than nine voting members in accordance with the City of Ram]ey (~haner, all of whom shall be residents of the City of Ramsey. Members shall represent a bl"oad ~'ange of interest m funcnons of the C~ty. i SU[bd. 2. Ex-Officio Members. The City Council may appoint, by majority vote~ a e. buncil member(s) or city staff person(s) as ex-officio member(s) of an), Board or Commission ~riVi~leged to speak on any matter without a vote, and the ex-officio member(s) shall provide a Iiai~on: ~etween: ~ the Board or Commission and CiD, Council. [ SU[bd. 3. Appointment and Oath. Members of a Board or Commission shall be appo~te~, by a majority vote of the City Council for staggered two year terms, except that any person ap. pointed to fill a vacancy occurring prior to the expiration of the term for which a predecessor ~as appointed shall be appointed only for the remainder of such term. Each appointed member shall, before entering upon the discharge of duties, take an oath agreeing to faithfully d~scharge the ~uta~s of office. ~ Suibd. 4. Serve Without CompenSation. All members of a Board or Commission ~hal~ serve without compensation. Board or Commission members may receive a stipend for cxperis;es as established by resolution of the City Council. ~ SuBd. 5. Unexcused Absences. An), Board or Commission member havin~ three Or more unexcused absences in any ~iven ,,,ear shall be cause for review of member status~on the 13oar~or Con'm'fission and the City C~uncil'shall make a determination, with Board or Commission recommendation, as to that member's continued service on the Board or Commission. ~. ~ 2,03.03 Orlganization, Meetings, Etc.
