CASE # <br /> <br />WOODLAND GREEN PARK DEVELOPMENT <br />By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />On Thursday, Juf~e 11, 1992 the City held a joint City CounciL/Park and Recreation Commission <br />meeting. Theifo~. s of the meeting seemed to be neighborhood park development. At the meeting, <br />eight persons ~m¢ five properties in Reilley Estates and Stanhope River Hills were present. They <br />requested park ~velopment of the dedicated property at 155th Lane N.W. and Roanoke Street <br />N.W. (Reilley~ E;/s.t Park). <br /> i . <br />According to the'~Comprehens~ve Parks and Open Space Plan dated April 4, 1991, the City has 38 <br />park areas in ihel.s3'stem. Six parks (Central, Tinerud, River's Bend, Autumn Heights, Traprock <br />Commons an~ tli~ Ramsey Elementary School) are developed beyond playground equipment. <br />Seven others,,~in~uding Woodland Green Park, have playground equipment. Twenty-five are <br />undeveloped.. <br /> <br />The neighborhood south of the Boy Scout Camp, east of Highway #47 and north of River's Bend, <br />currently con_iistti :of 265 lots in eight subdivisions. There are also 49 unplatted parcels, one of <br />which is the p~'Ol~Sed 20 lot River Bluffs Addition. <br /> <br />Within these isubdivisions are two dedicated developable parks (Reilley East and Woodland <br />Green). A C!ty ~owned drainage area (Reilley West Park) and an outlet along the Rum River <br />(Stanhope Ri~er ~ills Park) are public passive recreation areas. <br /> <br />Currently, th~ fly, e. acre Woodland Green Park is the only park in the area with any development. <br />It can only b6 a~eessed from 155th Lane N.W. east of Barium Street N.W. A drainage swale <br />exists off 156t. h L-"~ine N.W. just west of Yakima Street N.W., but due to foliage and erosion, it is <br />inaccessible t§rOr~gh this area. It is apparent that if the drainage swale was cleared to a ten foot <br />width and pa~}ed[ the neighborhood would have access to this park. Staff is of the opinion that <br />clearing/pavir~g ~e swale and completing the balance of a trail connecting 156th Lane N.W. to <br />155th Lane NiSVilis far superior to ,!nitiating any development of other parks in the neighborhood. <br />Grading of R~ill~:East Park doesnt provide much improvement, will create increased demand for <br />services andi~apj~tal outlay, would be redundant of Woodland Green Park (which is in close <br />proximity) a.nfl tli~refore would not receive Staff support for improvement at this time. Improving <br />access to W .0~. ~1 Green Park is low cost and low maintenance. We have also proposed, as part <br />of the projeCt~ iniproving the playground area by reformatting the equipment, placing a timber <br />border and fillin~ with pea rock. This second portion of the project will be conducted by our <br />maintenance per$onnel and addresses the department goal of completing two to three similar <br />projects in o~ parks each year.
