Subd. 8 <br /> <br />Institutional Attraction Boards. There shall not be more than one institutional <br />attraction board for each principal building and it may be either wall or ground type <br />or constructed as a part of the Institutional Identification Sign. The gross surface <br />area of an attraction board shall not exceed fifty square feet for each exposed face <br />nor exceed an aggregate gross surface area of one hundred (100) square feet. An <br />attraction board may be located in any required yard but shall not extend over any <br />lot line or within fifteen (15) feet of any point of vehicular access fi.om any zoning <br />lot to a public roadway. Attraction boards shall not exceed fifteen (15) feet in <br />height as measured from the base of the sign or building to which the sign is to be <br />affixed or the grade of the nearest adjacent roadway, whichever is higher. <br /> <br />Subd. 9 Maintenance. <br /> <br />a) <br /> <br />The surface and structure of all signs must be kept refinished as necessary to prevent the <br />sign surface from becoming unkempt in appearance. The Zoning Officer shall use <br />the foligwing guidelines to determine if the sign is unkempt; rust, peeling <br />oaint, strljctural 01tmage, message damage, weathering. When any sign for <br />which a permit is required is removed, the zoning officer shall be notified and the entire <br />sign and its components shall be removed. <br /> <br />b) <br /> <br />The permit owner shall be responsible for all of the requirements of this ordinance, <br />including the liability for expense of removal and maintenance incurred by the City. <br /> <br />9,12.04 PROHIBITED SIGNS <br /> <br />Subd. I <br /> <br />"A" Frame or Sandwich Board Signs. "A" Frame or Sandwich Board signs <br />are prohibited. <br /> <br />Subd. 2 <br /> <br />Banners, Pennants, Whirling Devices and Searchlights. Banners, <br />pennants, streamers, balloons, and other gas filled figures, are prohibited except as <br />a temporary sign as provided for in Section 9.12.05 (Temporary Signs). <br /> <br />Subd. 3 <br /> <br />Flashing signs. Flashing signs are not permitted in any district except as <br />provided for in 9.12.03, Subd. 7 (General Provisions - Illumination). <br /> <br />Subd. 4 <br /> <br />Portable signs. Portable signs are prohibited except as temporary signs as <br />provided for in Section 9.12.03 (Temporary Signs). <br /> <br />Subd. 5 Projecting signs. No projecting sign shall be permitted in any district. <br /> <br />Subd. 6 Roof signs. Roof signs are prohibited in any zoning district. <br /> <br />Subd. 7 <br /> <br />Signs on parked vehicles. Signs placed on or affixed to vehicles, trailers <br />and/or any other type of mobile equipment on a public right-of-way, public <br />property, or private property so as to be visible from a public right-of-way where <br />the apparent purpose is to advertise a product or direct people to a business or <br />activity located on the same or nearby property are prohibited.
