Subdivision - Design Standards § 9.50.30 <br /> <br /> Subdivision 1.The full width of the right-of-way of each street and alley <br />shall be graded, including the subgrade of the areas to be paved, in accordance with the <br />standards and specifications established by the City. <br /> <br /> Subd. 2. All streets shall be paved with concrete or bituminous surfacing <br />in accordance with the standards and specifications for construction as approved by the <br />City Council. <br /> <br /> Subd. 3. All private driveways providing access to public right-of-way <br />shall approach to grade level. Driveways and sidewalks shall have a surface of either <br />concrete or bituminous material. <br /> <br /> Subd. 4. Street signs of a design approved by the City shall be installed <br />at each street intersection at the subdivider's expense. <br /> <br /> Subd. 5. No building permit shall be issued for any lot in the <br />Subdivision until the improvements required by the performance contract have been <br />completed and accepted by the City, except that building permits may be issued if the only <br />improvement to be completed is that of the final street surfacing and curb and gutter. <br />Between the period of issuance of the first building permit and the City's final acceptance <br />of the street, the City will snowplow the street only and will provide no other street <br />maintenance on said street, <br /> <br />9.50.53 Sanitary sewer and water distribution improvements. <br /> <br /> Subdivision 1. Sanitary sewers and water facilities shall be installed <br />in accordance with the standards and specifications as required by the City Council and <br />subject to the approval of the City Engineer. <br /> <br /> Subd. 2. Where City sewer and water facilities are not available for <br />extension into proposed subdivision, the Council may permit the use of individual water <br />and sewer systems in accordance with all appropriate State and local regulations. <br /> <br />9.50.54 Storm sewers. In an area not having municipal storm sewer trunk, the <br />applicant shall be responsible, before platting, to provide for a storm water disposal plan in <br />accordance with the City's Comprehensive Drainage Plan without damage to properties <br />outside the platted area and said storm water disposal plan shall be submitted to the City <br />Engineer, who shall report to the City Council on the feasibility of the plan presented. No <br />plat shall be approved before an adequate storm water disposal plan is presented and <br />approved by the City Engineer and City Council. The use of dry wells for the purpose of <br />storm water disposal is prohibited. In areas where an outlet for storm water does not exist <br />and the developer is unable to negotiate a drainage way with adjacent land owners, he may <br />petition the City to construct a drainage outlet. <br /> <br />9.50.55 Election by city to install improvements. As stated in §9.50.50 <br />Subd. 6, the subdivider may elect to construct the improvements at his own expense and <br />without City participation in the expense. However, the City reserves the right to elect to <br />install all or any part of the improvements required under the provisions of this title <br />pursuant to Minnesota Statutes, Chapter 429, as amended. If the City elects to install the <br />~mprovements, the developer shall post a cash escrow or letter of credit guaranteeing <br />payment of the assessments. <br /> <br /> <br />
