24. <br /> <br />~e~T_~L[~. The Permit Holder agrees to screen the aluminum <br />processing facility ~rom any public street. Such screening <br />shall be achieved using grading, landscape elements, and/or <br />plant materials which will achieve up to 90% opacity. <br />Supplemental screening of the Site may be ordered by the City <br />to comply with the then current screening requirements for <br />outside storage on industrial property. <br /> <br />25. <br /> <br />.Off-Street Parking. off-street parking shall be provided such <br />that there is at least one parking space for each employee on <br />the maximum working shift plus three spaces for visitor <br />parking. <br /> <br />26. <br /> <br />Surfacinq of Work Areas. All storage areas, parking areas and <br />driveway areas shall be surfaced wit_h bituminous or concrete. <br /> <br />27. <br /> <br />Building Pe_~mits. No construction or remodeling of any <br />structures shall commence prior to t_he issuance of a building <br />pe-~mit by the City Building official and site plan approval <br />by the City Council. <br /> <br />28. <br /> <br />Electrical. The building's electrical system must be <br />inspected and brought up to code within 30 days of this CUP. <br />An affidavit of compliance shall be filed with the City within <br />five working days after final inspection. <br /> <br />Sanitary Sewer. The Permit Holder shall petition for City <br />sewer and water within 30 days of the date of action on this <br />CJP. In the event that the petition fails, the Permit Holder <br />shall install an on-site system or submit an alternative <br />sewage handling treatment plan for Council approval. <br /> <br />Scope and Conduct of Operations. The operations permitted by <br />this CUP may be performed on the Subject Proper~y in confor- <br />mance with existing statutory and regulatory authority and <br />re.~uirements of the City, Anoka County, Minnesota ("County"), <br />and ~he Minnesota Pollution Control Agency ("MPCA"). <br /> <br />?urnaces. This permit shall be issued allowing for the use <br />of two melt furnaces as described by the applicant in the CUP <br />application support information. An increase in 9urnace <br />capacity or a third melt furnace shall not be added to the <br />operation without application and approval of a new CUP. <br /> <br />32. <br /> <br />Closure Due to CUP Revocation, Other Circumstances. In the <br />event this CUP is revoked or the Permit Holder closes <br />operation of the a!u~inunprocessing operation for any reason, <br />including but without limitation, order of the court or other <br />agency of competent jurisdiction, bankruptcy, insolvency, or <br />abandonment, the Perm. it Holder shall immediately proceed to <br />remove all feedstock and other material from the site.
