However, ! got busy and did not call him back until March 12. Karst stated that ~igot a message from me on March 5, he knew there must have been a complaint from the day before. I-I~ q~stioned his night staff and they went over all their records and activities for the evening of March ,~ and c~ul~ ~ot come up with a reason for anything to be other than normal. The employees did question how :~ .'.m~ne could see smoke when it was so foggy out that evening. The only thing they think it might have b~ ~ when the aluminum is dumped onto a cement slab outaide the building for cooling purposes. Mr.f;Ka~ ~ t stated that it could not be a malfunction of the baghouse because it is not in use at this time. Per thei~:~t, they are on an afterburner, which if tested satisfactorily by MPC. A, will be increased to two afterbUrn .~,~. ilar. Karst noted that they went to an afterburner after receiving verbal approval from PCA. Then the~e wa~ a ~hangeover m staff at PCA and he never received his final permat for the afterburner. When he called 1°°~'; g~r it, PCA found the paperwork, however the new staff want a chance to review the application: lV~ ~t stated that they were not concerned and told him he continue his operation with the afterburner' ~ &ill be out soon to test the afterburner. I reminded K~ rst;that he was supposed to clear buses off of his extra lot or apply for a CUP amendment and site plan ex~gallsio~. He did apply for CUP and Site Plan almost a year ago in accord with current CUP. However, °n; ~'hi~igot through P&Z, he withctrew it from going to Council for various reasons. I told him that he either:i ms!)~ clear off that lot or let me forward the CUP and Site Plan to Council Mr. Karst stated that because of:th.~ n~ competitor in the area, he has fallen on hard financial times but is continuing to clear buses off adjacent lt.t. ~. Karst stated he would call in a couple of weeks to set up a tour of the facility for me and Mr. SchrOe~ r.
