Every licensee shall be responsible for the conduct of the licensee's pi~ of business and for the conditions of sobriety and order in the place of busineSs'~,and on the premises. ~Subd. 4. No "off-sale" licensee shall sell alcoholic beverage "on-sale". ~S~ ~bd. 5. No license shall be effective beyond the building space shown in the licer~' el:aPplication for such license. i~ $~[bd. 6. No person under 18 years of age shall be employed in any rooms constit/l~ing the place in which alcoholic beverages are sold at retail. i ~b~i 7. No alcoholic beverage shall be sold or furmshed or delivered to any into~ica~d person, to any habitual dr~mkard, to any person under 21 years of age or to ian~ person to whom sale is prohibited by state law. i SU.. bd-8. No licensee shall knowingly permit the licensed premises or any room m tilose premises, or any adjoining building directly or indirectly under the licensees ~6ntrol, to be used as a resort for prostitutes. Any police officer, health officer, sanitarian, building inspector, ~r ~y property designated officer or employee of the City shall have the right to e~te~,' inspect a~d search the premises of the licensee during business hours without, a warrant. i ,F~3bd. 11. No licensee shall apply for or possess a Federal Wholesale Retail LiqU,°r Dealer's special tax stamp or a federal g~mbling st~mp. i~ SUb& 1P_ No equipment or fixture in any licensed place shall be owned in Whole or in part by any manufacturer or distiller of alcoholic beverage, except suc~asi ~hal] be expressly permitted by state taw. . .~SUbd. l& The retail sale for beverage purposes of ethyl alcohol or neutral spiritS, or substitutes therefore, possessing the taste, aroma, and characteris'Sc~ igenerally attributed to ethyl alcohol or neutral spirits, as such, is hereby pro] ~ibited. Nothing in this paragraph sh~]] be construed to prohibit the sale of oth~ ;r ~roducts obtained by the use of ethyl alcohol or neutral spirits as defined in [J.$~ Treasury Department, Bureau of Internal Revenue, Regulations 125, ArticlelTri Standards of Identity for Distilled Spirits. i S,.,bd. 14. The business records of the licensee, including federal and state income iax returns, shall be available for inspection by the City Council or other duly authorized representative of the City at all reasonable times. i~bd. 15.
