RESOLUTION NO. 31 RESOLUTION OUTLINING PROBLEM AND SEEKING SOLUTION TO ISSUANCE OF OPEN BURNING PERMITS TO RESOLVE I>~.~E. DIATE NEED FOR DISPOSAL OF DISEASED SHADE TREE DEBRIS. WHEREAS, Oak Wilt has caused the necessity for removal of large numbers of trees by Ramsey residents and, WHEREAS, the enormity of the problem in terms of amounts of debris and numbers of trees for individual property owners, is due in part to large lot size as promulgated by Metropolitan Council designation as a rural area and, WHEREAS, the drought conditions in 1976 and are anticipated to continue during 1977 has not allowed ooen burning to be conducted in a safe manner and, WHEREAS, the approoriate time to relieve this problem would be between February 15, 1977, nd March 15, 1977, due to adequate snow cover and, I,~EREAS, the Minnesota Polution Control Agency has 105 requests for such oermits before it from City of Ramsey, NOW THEREFORE BE IT RESOLVED, the Ramsey City Council requests M.P.C.A. officials be given the authority to coordinate with City administration in reviewing the current oermit requests and allowed some flexibility in Air Pollution Control Rules Chapter 8, specifically, the 600 f~ot ooen space limitation, (subdivision 2 (gg) (i), so as to eliminate-an immediate hazard within the City. NOW THEREFORE BE IT FI~THER RESOLVED, the Ramsey City Council pledges, with the cooperation of the >~.P.C.A. to address the problem on a long range basis, after the March 15, 1977 date, toward the most desirable solution oossible. NOW BE IT FURTHER}~RE RESOLVED, the Ramsey City Council will await response to the above requests until February 10, 1977, at which time without response from the responsible authorities intends to address the problem on its own authority.
